No.: 2408SN15 <br />Archaeology <br />SUBJECT: Hawaii Revised Statutes (HRS) Chapter 6E-42 Historic Preservation Review — <br />County of Hawaii Special Management Area Use Permit Application <br />Wang Residential Development Project <br />Waiakea Ahupua`a, South Hilo District, Island of Hawaii <br />TMK: (3) 2-1-014:044,045, and 046 <br />This letter provides the State Historic Preservation Division's (SHPD's) review of the subject County of Hawaii <br />Special Management Area (SMA) Use Permit application. SHPD received the submission on June 17, 2024, which <br />included construction plans, a SMA permit application, and a photograph of the project area. <br />The applicant, Tieli Wang (landowner), proposes to construct three single-family residences, one each on the three <br />project parcels. Together, the parcels total 0.56 acres (24,450 sq. ft.). Grading and excavation work will facilitate <br />construction of the short- and/or long-term rental residences, landscaping, installation of septic systems, and access. <br />A review of SHPD records indicates that the project area has not been subject to an archaeological inventory survey <br />(AIS) and no historic properties have been previously identified. However, historic properties have been documented <br />nearby and aerial imagery indicates the current project area has not been previously disturbed. <br />At this time, SHPD has insufficient information to determine the potential of the proposed project to impact significant <br />historic properties. SHPD requests that an archaeological field inspection (FI) be conducted of the project area by a <br />qualified archaeologist to determine if undocumented historic properties are present and, if any are identified, SHPD <br />will request that an AIS be completed, and the report be submitted for review and acceptance prior to project initiation. <br />SHPD looks forward to the opportunity to review the results of the identification process.
