Hawaii County Scenic Resources Inventory and Mapping Project <br /> ELL <br /> y <br /> n ti <br /> x . <br /> �,. <br /> Historic Kailua Kona Town. <br /> Overview of Study <br /> Recognizing the positive economic and quality of life benefits derived from scenic <br /> resources, many jurisdictions throughout the United States have implemented programs <br /> to protect these resources for present and future generations. Scenic resource <br /> protection programs typically arise from strong public policy directives to mitigate <br /> development impacts to scenic views. <br /> Planning Consultants Hawai'i has examined view plane protection programs across <br /> local, state and federal government jurisdictions in the United States, England and <br /> Australia to identify current best practice for protecting scenic resources. A common <br /> thread across the programs surveyed is that regulatory controls are preceded by clear <br /> policy directives that mandate the protection of scenic resources from development <br /> impacts. <br /> The County of Hawaii's General Plan has very clear policy directives to 1) protect its <br /> scenic resources from development impacts, 2) identify the scenic resources that are to <br /> be protected, and 3) establish regulations to protect these resources. The primary <br /> purpose of the "Hawaii County Scenic Resources Inventory and Mapping Project" was <br /> to inventory, document, and rate scenic views along the County's State and County <br /> roadways. The information derived provides the basis for the development of regulatory <br /> Scenic Resource Protection Programs and Strategies Page 14 <br />
