25 08 <br /> Section 6.3 Fundraising. All fundraising on behalf of the ASSOCIATION shall be <br /> approved of Iby the Board. The Board may accept or reject on behalf of the <br /> ASSOCIATION any donation, contribution, gift, bequest, or devise for the general <br /> purposes or for any special purpose of the ASSOCIATION, <br /> Section 6.4 Fiscal Year. The fiscal year of the ASSOCIATION shall begin on the <br /> first day of January and end on the last day of December of each year. <br /> Section 6.5 Use of Public Funds. The corporation shall not use public funds for <br /> purposes of entertainment or perquisites. Any expending governmental agency, <br /> the director, the committees of the legislative bodies and their staffs, and the <br /> legislative auditor shall have full access to records, reports, files, and other <br /> related documents in order that the program, management, and fiscal practices <br /> of the ASSOCIATION may be monitored and evaluated to assure the proper and <br /> effective expenditure of public funds. <br /> ARTICLE VII <br /> Parliamentary Authority <br /> Section 7.1 Parliamentary Matters. Meetings of the Board of Directors and the <br /> members shall be conducted by the President (or in his/her absence, a Vice- <br /> President), whose rulings on parliamentary procedure shall be,final, subject only <br /> to being over-turned by a 2/3 vote of those then present and entitled to vote at <br /> any meeting. <br /> ARTICLE Vill <br /> Miscellaneous <br /> Section 8.1 Inspection of Bylaws. The Secretary shall keep the original or a copy <br /> of the Bylaws as amended, certified by him or her, which shall be open to <br /> inspection by the members at all reasonable times. <br /> Section 8.2 Corporate Records. The ASSOCIATION shall keep correct and <br /> complete books and records of account, minutes of the proceedings of its <br /> members, Board of Directors and Committees, and a record giving the names <br /> and addresses of the members entitled to vote. The books of account and <br /> minutes of proceedings of the members and Directors shall be open to inspection <br /> upon the written demand of any member, at any reasonable time, and for a <br /> purpose reasonably related to his interests as a member, and shall be exhibited <br /> at any time when required by the demand of a majority of the members. <br /> Section 8.3 Handling of Funds. All checks, drafts, or other orders for payment of <br /> money, notes, or other evidence of indebtedness issued in the name of or <br /> payable to the ASSOCIATION shall be signed or endorsed by such person or <br /> persons and in such a manner as, from time to time, shall be determined by <br /> resolution of the Board; providing that any check in excess of one hundred <br />
