If so, that would be a welcome addition to the PONC application package. <br /> In our meeting, you stated that the management planning element of your application is <br /> being "withdrawn" and the archaeological survey will be contracted by the Finance <br /> Dept. resulting in $15,200 being removed from your application. It sounds like your <br /> application needs to be revised and updated. <br /> Although approved by the PONC Commission in late 2023, objections from Hamana and <br /> Finance caused this award "Digitized Resource DatabaseāDevelopment Phase"to be re- <br /> negotiated in late October 2024, removing objectives that had to do with seeding STEM <br /> curriculum development and matching fund grant writing. <br /> The simultaneous finalizing of the archaeology contract and Matt Clark's enthusiastic interest <br /> in the Lidar data indicated a reconfiguring of the timeline and the contracting. In telephone <br /> conversation, Diane Nakagawa saw the value of the helicopter overflight and the emergent <br /> need for a database curator being funded during the time of the archaeology contract. Thus, <br /> we negotiated that the actual overflight be funded through ASM Affiliates, and that the <br /> curator/coordination/training be the only management planning activities funded through <br /> PONC in the 24-25 cycle. The resultant$6509.18 "Digitized Resource Database Management <br /> Planning Tool"was approved by Diane Nakagawa and the Council in November and will go <br /> into contract January 1. <br /> This means that all of the management planning activities in the 2025-26 proposal "Digitized <br /> Resource Database--Implementation Phase"will have been already funded and contracted. <br /> This is reflected in the attached revised application, which has management planning <br /> completely removed. <br /> RECOMMENDATION.- In the PONC application instructions, the discussion and examples of <br /> allowable activities within each category (maintenance or management planning) could be <br /> expanded to give both Commissioners and applicants more guidance. It was a considerable <br /> hardship to learn more than one year after our application had been approved by the PONC <br /> Commission, and S months after the ostensible proposal contract start-date, that some of the <br /> objectives were not allowable. <br /> Herbicide use will indeed require a SMA permit. Please revisit your weed control <br /> methods/budget as necessary. <br /> No herbicide has been used on the property as of yet, and HER is currently applying for its <br /> own SMA permit as part of its 24-25 PONC stewardship contract(to be signed imminently, <br /> with a retroactive contract start date of 7/l/2024), allocating part of the "Forest Management: <br /> Control Invasive Plants"budget to the SMA application fee. The permit application number <br /> is PL-INT-2024-009386. We anticipate receiving the permit within the first 2 quarters of <br /> 2025, and will aim for the permit to align with the contract dates for the 25-26 PONC grant <br /> (7/l/25-6/40/26), if possible. Thus, nonnative flora control will be exclusively manual until <br /> the permit is issued, and herbicide work will likely commense 7/l/2025. <br /> If you have any further questions, don't hesitate to reach out. <br /> Diga 808 731 9617 <br />
