is consuming nonalcoholic beverages while in the company of patrons. The host or <br />hostess shall only be allowed to be employed or utilized under a Class 5 Dispenser, <br />Category D, liquor license. In other classes licensed for consumption thereon, a host <br />or hostess shall be described as the person who greets and seats the patrons. <br />"Industry Member" means any person engaged in business as a distiller, brewer, <br />rectifier, blender or other producer, or is an importer., wholesaler, or retailer. <br />"Licensee" includes the holder of a license and all agents, servants, and employees of <br />the holder of a license. <br />"Liquor Card" means a card issued by the Department to a person in active charge <br />of the licensed premises, or to a person 18-20 years of age, who is deemed qualified <br />by the Department upon successful completion of an examination on liquor laws. <br />"Meeting" means the convening of the Commission or Board for which a quorum is <br />required in order to deliberate and make decisions on matters over which the <br />Commission or Board -has supervision, control, jurisdiction, or advisory power. <br />"Minibar" means an enclosed unit offering a selection of intoxicating liquors in its <br />original packages which is located in a hotel or condominium hotel guest room with <br />(a) access restricted by means of a locking device requiring the use of a key, magnetic <br />card or similar device; or (b) if there is no locking device installed, stocking of liquors <br />shall be permitted only at the specific request of the adult guest. <br />"New License or Original License" means a license which is issued for the first <br />time. The reference in liquor laws pertaining to applications for a new or original <br />license requires that the applicant follow application procedures pursuant to Sections <br />281-51 to 281-60 of the Hawaii Revised Statutes, as amended. <br />"Noise" means the presence of sound, as measured by standard testing devices, of a <br />volume or in quantities and for durations which endangers human health, welfare or <br />safety, or property, or which unreasonably interferes with the comfortable enjoyment <br />of life and property in the county. <br />"Off -Premises License, Licensee, or Establishment" means any license, licensee or <br />business authorized to sell liquors in their original package for consumption off the <br />premises. <br />"On -Premises License, Licensee, or Establishment" means any license, licensee or <br />business authorized to sell liquors for consumption on the premises. <br />"Preliminary Hearing" is used as an agenda subtitle to mean the first of two public <br />hearings held by the Commission on an application for a liquor license. <br />"Premises" or "Licensed Premises" means the building and property that houses the <br />establishment for which a license has been or is proposed to be issued; provided that <br />in the case of a Class 12 Hotel license, "premises" includes the hotel premises; <br />3 <br />
