Hawaii County Scenic Resources Inventory and Mapping Project <br /> Chapter 343, trigger for the DEIS was an amendment to the County's General Plan. The <br /> project also requires a change in the State Land Use District from Agricultural to Urban <br /> and Rural. The project site is within the County's directed growth boundary and is <br /> consistent with the County's directed growth plan. <br /> The Maui Island Plan (MIP) identifies the Honoapiilani highway fronting the project as a <br /> "scenic corridor" with "high" resource value. The MIP has policies that stipulate the <br /> protection of scenic resources including views of the West Maui Mountains, Haleakala, <br /> agricultural lands and the Pacific Ocean. In reviewing the Environmental Impact <br /> Statement Preparation Notice (EISPN), the Planning Department's staff planner <br /> requested that the impacts to views along the Honoapiilani Highway be assessed in the <br /> DEIS. <br /> In response to the Planning Department's request, the Applicant prepared a series of <br /> computer generated photomontages to document the visual impacts of the development <br /> on the landscape (See: Appendix E, Waikapu Country Town Visual Impact <br /> Assessment). As described in the DEIS, the Applicant incorporated several mitigation <br /> measures into the design to help reduce the project's visual impacts, including: <br /> • Increasing the depth of the setbacks along the highway; <br /> • Limiting the scale and height of buildings along the highway; <br /> • Increasing the separation between buildings; <br /> • Aligning internal roadways in a manner to create scenic corridors, where <br /> possible; and <br /> • Incorporating canopy shade trees and other landscape planting treatments <br /> �LL <br /> a� <br /> h e <br /> r , <br /> n <br /> Low roof profiles preserve expansive views of Hawaii County's coastline. <br /> Scenic Resource Protection Programs and Strategies Page 24 <br />
