Hawaii County Scenic Resources Inventory and Mapping Project <br /> 6) Is located on a major or minor arterial highway, or collector road. <br /> 7) Significantly possesses at least one of the following intrinsic qualities: scenic, <br /> natural, historic, cultural, archaeological, recreational, or demonstrates local, <br /> private, and public support and participation. <br /> Moreover, the ordinance establishes a clear process for the establishment of scenic <br /> resource corridors. These steps include: <br /> 1) The Planning Director or Council introduces a resolution to initiate the <br /> establishment of a scenic corridor. <br /> 2) Notice is served to all owners and lessees of property within 300 feet of the <br /> proposed corridor. <br /> 3) Within 24 months of the adoption of the resolution, the Planning Director or a <br /> corridor advocacy group identified in the resolution completes a corridor <br /> management plan and enabling ordinance. A scenic corridor management plan <br /> is a written document that assesses the intrinsic qualities of the corridor and <br /> specifies actions, procedures, controls, and administrative as well as community <br /> strategies that will be pursued to maintain those qualities. <br /> 4) Within 120 days, the Planning Commission reviews the proposed plan and <br /> ordinance, holds a public hearing, and makes a recommendation to Council. <br /> 5) The Council may adopt the plan by ordinance, with or without conditions. <br /> Programmatic Needs <br /> While the County has a strong policy foundation upon which to develop a scenic <br /> resources protection program, such a program has not yet been developed. <br /> Programmatic gaps that currently exist include: <br /> • Establishing scenic roadway corridors pursuant to the requirements of Hawaii <br /> County Code §25-6-60; <br /> • Preparing the Scenic Corridor Management Plan; <br /> • Developing application requirements; <br /> • Developing permit conditions, such as design guidelines, landscaping, screening, <br /> or structural setbacks from major thoroughfares and highways, to mitigate any <br /> visual impacts from development. <br /> i See Pages 1 through 3 of the Hawaii County Scenic Resources Inventory and Mapping Project Final Methods <br /> Report. <br /> Scenic Resource Protection Programs and Strategies Page 13 <br />
