The Advisory Council determined that public access, trails, recreation, and scenic <br /> resources ore not presented in on organized manner and that dGP2045 is clearly insufficient os compared <br /> to dGP2040. dGP2040 is far more comprehensive and actionable. <br /> 2. Collaborative Biocultural Stewardship Goal, Objectives, Policies, and Actions <br /> Objective 2 <br /> Preserve and enhance the health and function of watersheds to promote water recharge, <br /> improve water quality, and reduce runoff. <br /> Policy 2.5 Watershed management planning should recognize the ecosystem service <br /> value of watersheds and open space to protect scenic vistas and aesthetic values; water <br /> recharge; carbon sequestration; oxygen production; habitat enhancement and <br /> preservation; fire suppression and fuel load management; soil conservation; preservation <br /> of cultural values; and the potential for additional public access and recreational <br /> opportunities. <br /> Objective 4 <br /> The historical integrity, character, scenic assets, and open spaces of our communities are <br /> protected, restored, and treated as unique assets with significant social and economic <br /> value and managed in perpetuity. <br /> Policy4.2 Increase public access opportunities to scenic places and vistas. <br /> Policy4.3 Public access to significant historic sites and objects should be acquired, where <br /> appropriate. <br /> 4. Land Use, 1.4 Urban Growth Areas <br /> Objective 13 <br /> Increase the use of Smart Growth principles to focus development within designated <br /> urban centers. <br /> Policy 13.6 The establishment of urban types of zoning may include additional acreages <br /> to account for acreages utilized for public benefits, such as historic sites, public access, <br /> parks, and open space. <br />
