CURRENTLY: The Plan also incorporates guidelines to serve as strategic directions and <br />standards to inform decisions regarding topics such as land use, infrastructure, housing, and <br />resource management. These guidelines help to ensure consistency in planning and <br />implementation, promoting sustainable growth, environmental stewardship, and community <br />well-being. (This is a complete overreach of the government. You cannot tell people what to do <br />with their property! It is NOT the responsibility of the planning department to ensure people's <br />well-being! This should be revised to support environment, innovations, and thriving <br />communities.) <br />• Vision: The ability to plan for the future with creativity and innovation in support of thriving <br />communities. <br />• Goal: To see Hawaii Island become self-sustaining as communities and the environment <br />prosper <br />• Objective: Measurable, achievable, and time -bound milestones toward achieving a goal. <br />• Guideline: A stated course of action that shall take precedence when addressing areas of <br />concern and should be followed, unless a determination is made that it is not the most desirable <br />in a particular case; thus, a guideline may be deviated from without penalty or sanction as longe <br />as it supports thriving communities, economic alternatives and supporting the environment. <br />Page 34 <br />Regulatory Implementing Actions (Locals DO NOT need more regulations and <br />hoops to jump through. That will not support thriving communities.) <br />Regulatory implementing actions are one of two types of approaches used in the General Plan <br />to pursue the vision, goals, and objectives.
