HONG: The "Exhibit I" that we attached to Mr. Turner's declaration, indicates that he <br />highlighted the part about the retroactive pay adjustment that was taken from him. <br />CHR. CABANAS: Okay. So, you are referring to that paystub? <br />MR. HONG: That's correct. <br />CHR. CABANAS: Okay. And so, the Board's concern was, is that amount correct —and so, we <br />also asked Ms. Tokihiro from Human Resources and Ms. Leialoha, who is appearing for <br />Hugh Ono from the Department of Public Works to indicate if that amount is correct or is it a <br />higher amount, is it a lesser amount? Ms. Naomi you can come up front also. <br />(At this time, Ms. Naomi Leialoha, Human Resources Technician I, Public Works <br />Department, came forward.) <br />CHR. CABANAS: Thank you. Okay, please proceed, Ms. Tavares. <br />MS. TAVARES: I'll let Ms. Tokihiro and <br />MR. HALVORSON: Can she get closer to the microphone, I can't hear her. <br />CHR. CABANAS: Okay. <br />MS. TAVARES: I'll let the experts explain, because we don't agree with the amount and <br />(inaudible). <br />CHR. CABANAS: Okay. So, for everyone who didn't hear, Ms. Tavares is indicating that they <br />don't agree with the amount that Mr. Hong has listed in his exhibit. So, please explain? Can you <br />go closer to the mic.? <br />MS. LEIALOHA: So, for the amount, I'm not too sure —for the amount, we're not sure what it <br />will be at this time. <br />CHR. CABANAS: And why is that? <br />MS. TOKIHIRO: So, there were a couple of issues with effectuating the Board's Order. And <br />so, there's been some confusion on the part of the department and also in our Transactions team <br />as far as how we effectuate the Order that the Board provided. <br />When we talk about reinstatement, normally that word is associated with reinstatement to a <br />person's last held permanent position. In this case, because Mr. Turner hadn't passed probation, <br />that wasn't his last held permanent. I think it was —or I want to understand the Board's intent, <br />which I believe was to return Mr. Turner to the Construction Equipment Repair Supervisor II <br />position. <br />Page 7 <br />
