I provided early testimony on an earlier version of the General Plan, and <br /> seen No mention of new roads! Please understand, These roads cut right into our <br /> homestead lots! `A`ole! <br /> Pursuant to the HHCA §206, Hawaiian home lands are not subject to zoning or other <br /> land use controls by the County. <br /> In addition, the MOA between the County of Hawaii and DHHL states. <br /> III B. The County will consult with DHHL over the appropriate designations of <br /> DHHL property in the Hawaii County General Plan LUPAG maps, and shall give <br /> due weight and consideration to the comments of DHHL, and to officially adopted <br /> DHHL plans. <br /> Chairman Kali Watson, explicitly provided testimony in opposition to Bill 107 Hawaii <br /> County Council Meeting. 1/19/2023, which proposed a Puna Makai route through the <br /> Homestead of Panaewa. <br /> The beneficiaries of MAHA King's Landing, the larger Hawaii Island beneficiaries, as <br /> well as the Commissioners of the Department of Hawaiian Homelands have not been <br /> notified nor consulted on this matter, and we have not had an opportunity to discuss <br /> these long lasting effects as a native Hawaiian community before seeing it discussed on <br /> a larger, resident, Island wide scale. <br /> We have fought for, and diligently advocated for land settlement of King's Landing with <br /> the Department of Hawaiian Homelands for 45 years. We are the first Hawaiian <br /> Homestead community of beneficiaries to work collaboratively with the Planning <br /> Department of DHHL in the design, and creation of our Settlement Plan, we put <br /> community thought into it. We abided by the laws, Kapu and Kanawai of our kupuna, <br /> and we will not abdicate. We will not relinquish our rights to a peaceful, secluded <br /> rehabilitation for our beneficiary and the protection of the pristine coastline of King's <br /> Landing. <br /> One of the proposed roads, extends the current quiet Nene Street into Keaukaha's last <br /> secluded County beach Park of Lehia and further into the DHHL 'aina of King's Landing, <br /> opening up our "back ponds" to even more extreme human pollution and tourism <br /> exploitation. `A`ole! And further extends right up to my uncle's house on DHHL 'aina. <br /> `A`ole! <br /> Is the County of Hawaii really proposing to relocate Native Hawaiian beneficiaries <br /> again? This is not the 70's, This is not WWII we are not reliving the Hilo airport! <br />
