I. Call to Order
The meeting was called to order by Chair Okabe at 10:00 A.M., in the Kona Meeting
Room, Department of Liquor Control, Hanama Place, 75-5706 Kuakini Highway, Suite 107,
Kailua-Kona, Hawaii.
The following were present and constituted a quorum:

Vidosh: It's a small grocery store deli (delicatessen), it's the Puako General Store that
has been there since 1989, and we serve lunches, fresh -made sandwiches, grab-n-go,
and we have different sundries too, to facilitate what the community wants. We also
have a dive shop that was the original Blue Wilderness, and it operates out of the same
area, we have our compressors, and the boat is stored in the parking lot in the back, so
it's a 2-for-1 type of operation.
Okabe: Have you received the application report?
Vidosh: Yes.
Okabe: Are there any changes to the report?
Vidosh: No.
Okabe: Are there any reports of protests, Director?
Takase: Mister Chairman, the applicant mailed 44 out of 44 notices within 100 feet,
62 out of 62 notices within 500 feet, and 4 notices to condominium or cooperative
apartment managers. There were 62 properties entitled to protest, we received no
protests to this application.

Greenwell: The poolside activity, are you responsible for that, who controls that,
drinking poolside?

Flynn: Yes, that's us, we monitor the drinking, we serve the drinks at the pool, we have
staff that walks the pool, we have a manager on -site at all times. It's a smaller pool
area, it's mostly older people lounging and people there for lunch. Our hours of
operation are 11:00 a.m. until 8:00 p.m. for that service, so it's just lunch and dinner, we
don't have any late night activity and we have on -site staff the whole time.

Miyashiro: Hi, good morning Director, members of the Board, my name is Joyce
Miyashiro, and my brother and I are the originals of Kona Stop `N Shop, Inc., dba Keei

Caf6. So, I'm just kind of helping the new owners who are from Japan transition into
opening the business hopefully by the end of the year.
Okabe: Any other further description of the business?
Miyashiro: It's the same, Keei Caf6 is 2,200 square feet, it has a maximum capacity
of 66 seats. I just saw the owners a couple days ago, so the direction of the new
restaurant, it's going to be like sushi, hot pot, with a few of the items that were popular
with Keei Caf6, so we're you know in constant contact with them, and helping with their
design and everything. I know that Aki from Hamajang Studios is technically supposed
to be submitting their renovation plans to the County by the end of April, and they have
hired a permit expediter and they're hoping that they'll get their permits within four
months, start the renovations and hopefully open up by the ending of December.

Espejo: I got one, so it's a complete remodel of your existing space?
Miyashiro: The remodel I think it's more toward the kitchen, to update the equipment,
put in a walk-in freezer, a walk-in cooler, you know, do the sushi bar. The renovations
is more towards the kitchen area, not more towards the front, because I don't think you
can increase your maximum amount of seating because of the parking.

before when we first came to the island, we started working on a coffee shop and the
lava came, but before that we were going to open up there and everybody in Pahoa
reminded us of characters in Sponge Bob so, from Bikini Bottoms.

patio on the second floor, on the first floor we do have a bar in the restaurant, that's why
we're looking to transfer of course, the license.

Nishimoto: Just one question, you said the bar is below on the first floor and the
restaurant is on the second floor?
Rota: We have restaurant seating on the first floor with the bar and on the second floor.
Nishimoto: Okay, so both?
Rota: Yes.
Okabe: Any other questions, Mr. Greenwell?
Greenwell: It's my recollection Habaneros were before us, there were some protests
about the traffic and the stop signs, or the lack of street lights, has that been kind of
cleared up? What's happened, has the Public Works gotten involved in that?
Johnson-Altamirano: No.
Greenwell: Nothing?
Johnson-Altamirano: There was just one comment when we originally applied, yes
about the traffic, but I think it hasn't been an issue, I feel like this hasn't really impacted
much, but we did add some extra along the wall some lighting, so they see the lighting,
and there's two exits and one entry, so I think it works a little better how we've changed
a few things. But, Public Works?
Greenwell: It's an issue that's not going to come up again?
Johnson-Altamirano: I don't think so, no I don't think it'll be an issue.

Greenwell: Okay, that was kind of contentious.
Johnson-Altamirano: The one person writing we shouldn't open because of traffic?
But it's been a business for
Greenwell: Right?
Takase: Well the other two, Broke Da Mouth and Kona Pasta Co. (Company) were
there, were they having trouble with parking?
Johnson-Altamirano: No.
Rota: We've even staggered reservations to the point where people are leaving, and
then more people are coming. I think maybe this past Saturday, we had a thing where
people just had to go around, and there wasn't a parking space for them, and they went
and they parked right down on Ali`i Drive, there's other parking, so we haven't found an
issue at all, we've been open for I think 10 weeks now.
Takase: That's good.
Okabe: Any further questions?
Ventura: What is the club component of the restaurant?
Rota: It's really just the name, yes. Latest dine -in, we serve dinner until 9:00 p.m.
really, and if you dine out in Kona, pretty much our last reservation roll in about 8:15-
8:30 p.m., even though we are open until 9:00 p.m., we rarely see that late. Everyone
wants 5:00-5:15 p.m.
Takase: Your second floor is really nice up there.
Rota: Yes it is, it turned out really well.

Johnson-Altamirano: So, when the last tenant KPC (Kona Pasta Co. (Company))
closed, then we didn't know what we were going to do with the building, so I had started
hoping it would have gone sooner but it didn't because of so much we had to fix after
the last tenant. If we couldn't get another tenant, we had ideas to either open short-
term or do events or something, so I started the application process to get the permit.
Then, a wonderful tenant came up in the meantime, we never even did anything with it
because we were still refurbishing the building and therefore that's why it's within less
than a year.
Takase: So, actually we probably did this backwards, we should have taken them first.
But anyway yes, she had always told us that her intention was to try and find a new
tenant, but she wanted to keep the license alive in the meantime. It's coming to you
because it's less than one year since she was granted the license, so technically she
needs to come before you to get approval to transfer the license, and that's usually
done looking at more as a way to prevent owners from coming in and getting the license
and turning it around and giving it to somebody else, but in this case, we have no
objections to this transaction.

we're aware of him, and he has been a good operator, so I think we would recommend

Ventura: Sounds like he's considering keeping the old space too while he relocates.
Takase: Yes, and I tell all of them that have been having a problem, I think if you've
seen in the paper, the parking concessionaire and Coconut Grove is killing off everybody
in there, so they're getting the County involved. I know the County is going to make this
Ali`i Drive one way to add parking on the street, so they can't solve it with the parking
guy, so they kind of working around them. But, it's becoming a problem for all of our
licensees in the area.

Greenwell: So Gerald, what are we going to do in this case here, we're going to find
good cause and we're going to give him the extension in his absence?

situation, so that's why we asked him to come today, but unfortunately he couldn't be
here. So, up to you folks what you want to do, we can continue it another month and
have him try to appear, but I think pretty much what I told you is what he was going to
say.
Greenwell: So in the lack of him being here, we find good cause and approve it so we
can move on? What would be your
Takase: I think that would be my recommendation.
Greenwell: Okay, I had written something up here that the extension be granted as
original location does not work financially.

Wilkinson: I have a question about this, so we're specifically granting a ratification of a
license in a particular port, what if like yesterday the boat that was supposed to dock in
Hilo can't because the tide comes up here?
Takase: So, usually they apply for licenses on both sides, and a lot of them are
continuing to come back so, it's not that big a deal for us to move it from one to the
other.
Wilkinson: So, I just wonder why we're specific about which port it's in instead of just
saying in the County on these days?
Takase: Because they pay us for both ports.
Wilkinson: Okay.
