SALARY COMMISSION April 2025 Purpose: Establish the salaries of all County elected officials and appointed directors and deputy directors of departments and executive agencies so that their total salaries and benefits have a reasonable relationship to the compensation in the public and private sectors. Authority: Hawai'i County Charter, Section 13-28, as amended. Appointment: Mayorwith Council approval. Normal five-year staggered terms. Full Membership: Nine members. Ex-Officio Members: Director and Deputy Director of Human Resources. Specific Representation: One member from each Council District (CD). Requirements: No more than five members may belong to same political party. Meetings: Subject to the call of the chair. Generally, held at 10:00 a.m., Council Room, Hawaii County Building, Hilo. Financial Disclosure: Members must file Financial Disclosure within 20 working days of taking the oath of office. Thereafter, annual disclosures must be filed on or before January 31. The disclosures are confidential and will be kept on file by the Board of Ethics. Reappointment No member shall be appointed for a second term for at least two years following the expiration of the term unless the appointment was for two years or less. County Code, Chapter 2, Section 2-91.1. Reappointment: Following the expiration of a term, no member may be reappointed for at least two years. Qualities: Able to focus on the community needs as a whole without catering to special or self-interest, while pursuing its charter mandate as described in "Purpose" above.
