Merit Appeals Board
February 25, 2025
Sorry, Glynis, did you have the additional
MS. BOND: This one?
MS. TOKIHIRO: Okay, yeah. Thank you.
CHR. CABANAS: Oh, yes. Yes, we have that.
MS. BOND: Can you print it any smaller?
MS. TOKIHIRO: Yeah, I know. I should add a couple more columns, right, and then you
wouldn't be able to see at all —sorry.
SPEAKER: (Inaudible.)
MS. TOKIHIRO: Okay, so there's been a lot of
CHR. CABANAS: Oh, it's yours
MR. YOSHIMOTO: Yes.
CHR. CABANAS: Oh, I had mine. I have a lot of papers here.
MS. BOND: It was in the green folder.
CHR. CABANAS: I took it out —strange. I had it out, but then I have so many papers on my
tabletop. I'm good. Okay. Thank you for providing this, Sommer.
MS. TOKIHIRO: Yeah, there's been a lot of information in the news about County of Hawaii
vacancies. And so, I just wanted to, kind of, take this opportunity to provide some clarifications,
I guess, because there's a lot of components to vacancies.
So, what we did was compile the data over the last several years for comparison purposes (SEE
ATT. A). And what you'll see is we've documented the number of vacant positions, the number
of filled positions, and then I provided the total number of positions and then, the percentage that
I documented is the vacancy percentage.
So, in 2020, we had 463 vacancies, which was 16% of the total of all positions. As we move into
2021, it remained at 16%. And then, its increased 2022, 2023, 2024, 2025 went from 18% up
to current, which is 21 %.
You can also see the new positions that have been allocated by fiscal year. So, new positions are
created in our budget by County Council or mid -year through resolutions by County Council.
But that's, basically, just approving the funding for a position.
Page 17
