Bayfront Highway and Waianuenue Avenue Intersection Improvements <br /> Final Environmental Assessment/Finding of No Significant Impact <br /> Alternatives 1. No action <br /> Considered: 2. Typical intersection improvements, including re-striping and <br /> new traffic signals <br /> Potential Impacts and Any potential adverse impacts would be mitigated as follows: <br /> Mitigation Measures: Short-term construction impacts to air quality, noise, solid waste <br /> generation, traffic, parking, storm water quality/quantity are <br /> anticipated. HDOT will address these impacts through compliance <br /> with County and State rules, regulations, permit, and variance <br /> requirements regarding fugitive dust, community noise control, <br /> and non-point source discharges. In addition, best management <br /> practices will be implemented which include structural and non- <br /> structural controls designed to inhibit run-off, erosion, and fugitive <br /> dust. <br /> Long-term impacts are anticipated to be beneficial in that the <br /> project will improve vehicular maneuverability with the <br /> roundabout intersection design, reduce traffic congestion, <br /> increase pedestrian safety with Americans with Disabilities Act <br /> (ADA) compliant sidewalks and roadway crossings, advance the <br /> multimodal transportation network in downtown Hilo, provide <br /> new parking facilities, improve drainage conditions. The project <br /> will also incorporate other roadway improvements including new <br /> highway lighting, electrical infrastructure relocations, signage, <br /> pavement markings, pedestrian signals, landscape, and traffic <br /> management devices, and other utility adjustments as required. <br /> Permits &Approvals • Special Management Area Assessment (County of Hawaii) <br /> • Shoreline Setback Variance— Exempt (County of Hawaii) <br /> • Grading/Building Permits (DPW) <br /> • Historic Preservation HRS 6E-8 (SHPD) <br /> • National Historic Preservation Act -Section 106 (SHPD) <br /> • Coastal Zone Management (CZM) Federal Consistency Review <br /> (OPSD) <br /> • HRS Chapter 195D (DOFAW) (DAR) <br /> • National Pollutant Discharge Elimination System (NPDES) <br /> Permit (DOH) <br /> • Community Noise Permit (DOH) <br /> • Noise Variance (DOH) <br />
