All applicants for the lottery shall be Adult residents of the County of Ha�wai'i and, must be the legal owner of the horse for, which the Stall Rental Application is made. If the owner of a horse is a Minor, the Stall! Rental Application shall be submitted by and in the name of theiilr parent oir legal givardian. 4. Applicants for the lottery shall submit a colmipl�eted Stall Rental Application form to the Administrator, at the Complex office (8iOO Stai,nback Hwy, Hilo, Hawai'i 916720) �only, Applications shall be accepted daily, excilidingi weekenA s and state holidays, from August 16th thirough August 3VI of each year, no, exception.
