<br />PROCLAMATION TERMINATING THE EMERGENCY PROCLAMATION AND
<br />EMERGENCY RULE NO.1 RELATING TO RED FLAG WARNING ISSUED ON JULY
<br />31, 2025
<br />WHEREAS, the National Weather Service (NWS) issued a Red Flag Warning at 8:31AM
<br />HST on July 31, 2025, which extended into August 3, 2025, for wind and low relative humidity
<br />affecting the leeward portions of all the Hawaiian Islands and the interior sections of the Big
<br />Island, including South -Big Island, Southeast-Kohala, and the Big Island Interior; and
<br />WHEREAS, on July 31, 2025, pursuant to Hawaii Revised Statutes (HRS) § 127A-
<br />14(b), the Charter of the County of Hawaii § 13-23, Hawai`i County Code § 7-1-6(a), and based
<br />on the available data, 'I found that an emergency or disaster was occurring or that there was an
<br />imminent danger or threat of an emergency or a disaster to the County of Hawaii, as those terms
<br />are defined in HRS § 127A-2, and issued the "Emergency Proclamation and Emergency Rule
<br />No. 1 Relating to Red Flag Warning Issued on July 31, 2025", and
<br />WHEREAS, pursuant to HRS §§ 127A-25 and 127A-29(a), I also promulgated
<br />Emergency Rule No. 1 that prohibited all outdoor burning, all outdoor open flames, and all "hot
<br />work" in the areas covered by the "Emergency Proclamation and Emergency Rule No. 1
<br />Relating to Red Flag Warning Issued on July 31, 2025"; and
<br />WHEREAS, at 4:03PM HST on August 3, 2025, the NWS cancelled its Red Flag
<br />Warnings after it determined that the relative humidities were slowly recovering by the afternoon
<br />and winds had eased enough to fall below Red Flag thresholds; and
<br />NOW, THEREFORE, I, C. KIMO ALAMEDA, Mayor of the County of Hawaii, do
<br />hereby proclaim and declare, effective August I , 2025, that the "Emergency Proclamation
<br />and Emergency Rule No. 1 Relating to Red Flag Warning Issued on July 31, 2025" is terminated
<br />pursuant to HRS § 127A-14(c), (d), as I find that the dangers, threats, or circumstances giving
<br />rise to that emergency proclamation no longer necessitate a local state of emergency.
<br />Emergency Rule No. 1 is no longer in effect.
