Please approve the amendment to SP 91122. Hawai'i Volcano Circus (HVC)is a community treasure in Puna that cultivates education, community connection, and playful physical activity. They are an anchor in our community that offers our local kids a place to develop their own voice, gain positive self-awareness, and cultivate confidence. A change of permitting will allow them to support the community more effectively, allowing them to expand their programming into a school, have recitals, and offer additional educational classes in agriculture, arts, technology and disaster preparedness. HVC is a nonprofit organization that advances community development and expands access to education, the arts, and agriculture through the Seaview Performing Arts Center for Education (SPACE). After years of thoughtful planning on how to broaden its impact, this update to their special permit will help meet critical community needs in the areas of arts and culture, disaster preparedness, food security, economic development, and K-6 education. As a Council Member representing Puna, one of the fastest-growing communities in the State, I have seen both the remarkable potential of our residents and the significant barriers they face in accessing meaningful opportunities for personal and professional growth. SPACE has stepped up as part of the Vibrant Hawaii Resilience Hub Network, helping to fill critical gaps in community access. The HVC team is a trusted, reliable partner with a proven ability to build capacity, expand services, and adapt to our community's changing needs. Given Lower Puna's isolation from many essential supports and resources, SPACE plays a vital role in strengthening community resilience, building social cohesion, and increasing access to educational and economic opportunities, as well as preparedness and food security resources for underserved families. I respectfully urge your favorable consideration of the amendment to SP 41122. Approving this request is an investment in the future leaders, innovators, and changemakers of our Puna community, Hawaii Island, and beyond. For many years, I've been a frequent visitor to the Puna District and have spent meaningful time at SPACE (Seaview Performing Arts Center for Education), working on shows, practicing my craft as a juggler and musician, and participating in community events. I've seen firsthand how this incredible nonprofit has changed lives. SPACE is a joyful, positive place that brings people together. It's a creative and educational hub where kids—many of whom might otherwise lack direction—discover their talents, gain confidence, and become inspired to pursue their dreams. The Hiccup Circus recitals alone have touched the lives of two generations of Big Island youth, helping them believe in themselves and build a future through discipline, teamwork, and FUN. As someone who has dedicated my life to community-building through the arts, I can attest to the importance of organizations like HVC. What they've built in lower Puna is extraordinary. SPACE strengthens the social fabric of the region by offering programs in the performing arts, cultural engagement, food security, disaster resilience, and K-6 education. It serves as both sanctuary and springboard for a vibrant, diverse community. The proposed amendment to SP#1122 will allow HVC to expand their offerings and deepen their impact. I urge you to approve this amendment—not just for the benefit of the current programs, but for the future of Puna's young people and families who rely on SPACE as a vital source of opportunity and connection. Throughout my time at SPACE, I have been a part of many transitions and challenges within our community, including the impact of the 2018 K-ilauea eruption. That event was a time of upheaval and uncertainty for many in Lower Puna, but our community demonstrated remarkable resilience. In the years since, we have come back stronger, with SPACE continuing to be a cornerstone of stability, healing, and growth for the families we serve. SPACE creates a vibrant, inclusive learning community, and under the umbrella of Hawai'i Academy of Arts and Science Public Charter School, it is the only public school access point located below Pahoa. The need for such a space in this often underserved region cannot be overstated. Our students thrive in the rich, open-air environment that SPACE provides, which fosters creativity, connection to place, and educational engagement. At SPACE,we are able to offer a multitude of learning opportunities for our students, supported by a highly qualified, hardworking staff—many of whom live within a five-mile radius of SPACE. Having a safe, secure location to house our books, technology, and teaching supplies is essential to our success, and SPACE provides just that. It is a hub of learning, safety, and community connection. The positive impacts of SPACE are felt far and wide in Lower Puna. I have had the privilege of working with HVC to build academic programming for elementary aged youth. I have witnessed first hand how the programs and classes offered by HVC at SPACE foster confidence and growth in the children of Puna. Without HVC, many of the children in our community would not have access to the wide range of opportunities that the HVC creates. There is absolutely nothing else like the HVC in our area. The work that the HVC is doing for our community creates opportunities for our children to thrive. How incredible that a child (or adult) living in the more remote parts of Puna has access to technology classes, circus arts, pottery classes, academic support, yoga, areal arts, and horticultural learning. SPACE is a community hub. My life has been immeasurably enriched through my time teaching at SPACE. Every time walk in the colorful building I feel joy and pride. Hawaii am writing brecause I am a community member in Lower Puna that has been deeply impacted by SPACE and their programs. For years It's provided economic opportunities for me and my wife. Many years ago as a young family we vended at to this day what was the highest quality farmers market I have ever attended or been part of. We've also vended at special events and recitals over the years. I ran the demolition crew (with my eldest Son working under me) for the maintenance and improvements project that went on at SPACE all last summer. Our whole family has been performing in holiday productions for many of the past years. My daughter is currently a student at HAAS, and SPACE was her campus before she went to the main campus. My family sings in a community choir that meets there weekly. I remember going to SPACE as a safe place of refuge when there was a tsunami warning in 2010. For almost 20 years SPACE has enriched my family life greatly, provided me many economic opportunities, provided safety and support in time of disaster, brought unique and potent educational experiences for me, my family, and many others in the community, and has offered my family countless wholesome connections with so many other community members in Lower Puna. There is strong a faculty and great leadership at SPACE, that could do even more service for the community with HVCs request to amend SP #1122 approved. As a neighbor and beneficiary of SPACE I am writing to support their expanding vision as realized through amending their permit. SPACE is simply put, community. Built, run, and maintained by the community for the community, actively building community. In a time of financial instability SPACE has continued to be a resource the County and State get for free. It's a holistic community Resiliency Hub. It's a venue and safe, free, sheltered place for meetings, memorials, emergencies, classes, celebrations, education, and community outreach. The classes and events SPACE holds bring joy and life skills. For DECADES SPACE has served Lower Puna. Schools are expensive and hard to place and fund. SPACE has been providing a safe and brilliant service in local education for free. They're just asking to give more. The local community is deeply involved in SPACE. From a cooperative groundbreaking and volunteer construction to recent upgrades and maintenance it's been a place that people continually come back to volunteer their labor, time, and funds to. There can't be much more of an endorsement than that. These days we all spend so much time in front of screens, isolated from one another, SPACE allows our communities to have the needed face to face interactions that create meaningful communication and positive results in our lives. When neighbors talk to one another they help one another. This has meaningful results in lowering reliance and dependence on resources from strained social services and government. Local solutions mean immediate and proactive behaviours within community. This is caring for one another and preventing hardships. Stopping conflicts before they escalate. Mentoring youth, educating one another, caring for kupuna, networking during hardships, it's all there and all you need to do is let it happen. We could all benefit from more places like SPACE. As a nonprofit serving lower Puna, HVC fosters community development and access to education through the Seaview Performing Arts Center for Education. I'm writing this letter to the Windward planning commission on behalf of SPACE. I'm a former teacher, current parent and currently working with my community to rebuild our Pohoiki beach access. was a teacher for over 30 years working for MCkinley High School, building a special needs playground, working with children of all backgrounds and abilities. I have seen how children can benefit from programs like SPACE. While not only teaching the necessity of reading, writing and arithmetic it is just as important to have arts as a curriculum to develop both sides of the brain: mentally and physically. That will help young people in every facet of their lives. SPACE is necessary in order for all of our community to prosper and give our children a safe space to be creative and learn, for their health and wellbeing and by building community togetherness. SPACE gives opportunities to our children to be creative, expressive and multifaceted in our rapidly changing world: where street smarts are just not enough. It's necessary to teach our children from a young age that it is important to use their many talents that God gave them. Through example we can sculpt and provide expressive education to help our children be as multifaceted as possible. To help give them tools that can provide necessary lessons such as learning how to grow their own food. This will teach them how to behave self-sustainably in the future. Creating art and crafts can eventually lead to the students one day being able to support themselves and their family by selling their merchandise and can benefit those around them. Electives offered at SPACE such as dance, music and arts and crafts make the children more well-rounded people. A small learning environment will help children flourish in their lives . By having teachers who care and that are good examples that can guide them in whatever direction they so choose to go. Space provides a much needed resource for our lower Puna children, building resilience for a community who has been through traumatic experiences by having to be uprooted and losing homes, communities and schools due to recent and past lava flows. This is why we need to come together and show support for rebuilding not only our schools, but Giving Back to a community who has been patient and has a feeling of being forgotten. It's time to support our children, their hard working parents and provide much needed educational opportunities as well as economic opportunities to develop a love for life long learning. That can be used throughout their lives. So, please help us be the good example and provide the amendment to SP #1122 so children can continue to learn and prosper. Thank you for your time and consideration. If you have any further questions feel free contact me. Sincerely yours, Shakti Folger Shaktifolger0#amail.com 808-271-6616 Po box 1762 Pahoa Hi 96778 Destiny White Pahoa, Hawaii 08/27/25 Windward Planning Commission County of Hawaii Louis Daniele III, Chair 101 Pauahi Street, Ste 3 Hilo, HI 63420 Dear Chair Daniele and Windward Planning Commissioners, Subject: Testimony in Support of Amend Special Permit No. 1122 Applicant: Hawai'i's Volcano Circus TMK: 1-2-009: 034: Keekee-Kehena, Puna. Hawaii am writing in strong support of HVC's request to amend SP #1122. In lower Puna, HVC has become a cornerstone of community life, offering connection, learning, and support through the Seaview Performing Arts Center for Education (SPACE). With this amendment, they will be able to grow and continue providing essential programs in the arts, cultural education, disaster preparedness, food security, economic opportunity, and K-6 schooling. The need for youth services in lower Pahoa is especially urgent. SPACE fills a critical gap by giving children opportunities to learn, create, and belong in ways that would otherwise not exist here. It fosters resilience by weaving people together, which is vital for recovery from both isolation and natural disasters. It also opens doors to economic and educational resources that would otherwise be out of reach. Our family, in particular, depends on these services to be able to remain here—without them, we would face the daunting challenge of homeschooling our two children with little community support. Amending SP #1122 will help to continue to provide our community the resources we need for our children. For these reasons, I urge you to approve the amendment to SP #1122. In this vital role, trained SPACE community volunteers immediately will be able to provide damage assessments, First Aid/triage, trauma support, communications, distributions of supplies, debris clearing, traffic management and numerous other functions. After outside assistance arrives, volunteers will take on assistance responsibilities. To build community resilience throughout the Red Road area, Space programs will continue to provide information and learning activities on emergency preparation, safety, health, care for the aina, sustainability, socio-economic opportunities and social and cultural engagement. As a nonprofit serving lower Puna, HVC fosters community development and access to education through the Seaview Performing Arts Center for Education (SPACE). The proposed amendment will expand their ability to offer vital programs in arts, culture, disaster preparedness, food security, economic upliftment, and K-6 education. SPACE strengthens resilience by building social cohesion—an essential factor in recovery from isolation and disaster. It also provides much-needed economic and educational opportunities in an underserved area. Please approve the amendment to SP #1122. Thank you for your time and consideration. I've seen so many kids find a direction and purpose through that school that they wouldn't have found if they didn't have an educational institution in their neighborhood. Space school is super special because it's a curriculum that encourages the expression of students as well as their families. One day, I hope to put my 3yo child in that school and I really look forward to the opportunities that it offers particularly in the circus and the Hawaiian performing arts. I have known dozens of children who have gone to that program and found great skills in themselves. One of the kids I know was the healthiest that she ever was while she was a part of that program. The performing arts gave her an outlet for expression that was so excellent for her budding mental health. Young people in lower puna are seriously lacking is space places, organized group activities and artistic encouragement, this school Is an essential tool for our community too steer our children in a productive direction while they are young. The school at Space has caused an evolution in my neighborhood, I live within three blocks of the school and I really enjoy the young families that have started to come and put in roots. We as neighborhood members also depend on the school so that we won't become part of this traffic problem that happens twice daily on our island. I am so, s000 thankful for SPACE and HVC and all it has done and does for our community! I watched SPACE get built, and have seen the incredible impact on the community over the years. For one thing, having been an elementary school teacher at the school at SPACE for 10 years and also working with teens as well for many years, I literally watched the circus classes and other circus opportunities keep kids on the right track! Kids who did not have the most supportive or healthy home life found structure, self esteem, loving adults, team work and camaraderie, etc., all these things to help keep them on the right track in life. The tweens and teens around here really need other things to do besides smoke pot, lol, and HVC provides meaningful and engaging activities! And I saw those younger children blossom with their newfound skills and confidence! Also, having a public elementary school right there at SPACE — esp with a program that appeals to a lot of the folks who live around here — has been such a boon to families and to the whole community. As an elementary school teacher, I saw many children whose parents were wanting to keep them out of "the system" and therefore were unintentionally neglecting their needs for schooling, socializing, participating in society, etc. However, the school at SPACE has literally brought some of those children out of the jungle and into a super healthy learning environment. This is amazing for the kids who were isolated and not being educated, and also good for the community to have children who have an education and proper socialization. The program that is there is also unique and a true gift to Puna. There are also so many other ways SPACE and HVC have benefited the community. There were a few years when SPACE was more active, and I would encourage our county officials to support as much happening at SPACE as is possible! We NEED resources in lower Puna. We need community, and it's also supportive of humans to have entertainment and the arts! We don't have hardly anything going on here (besides the incredible outdoor beauty, of course), and SPACE is a wonderful hub for us! Please support SPACE in giving us classes, shows, whatever they want to do for us, yes please!! When people's power etc. was knocked out from the 2014 hurricane, people came to SPACE to be on wifi, charge their phones, etc. Also that year when the lava was threatening to cover the road, SPACE was a community hub. People came to talk about how they were feeling, practical solutions, etc. I'm also super grateful for the intentional sustainability efforts SPACE is making. The Out on a Limb aspect of HVC/SPACE, for example, is so beneficial for us all to learn about growing food, and creating more self sufficiency in our homes and communities. I've learned practical things from them and eaten food they/the community has grown. Please empower SPACE to do whatever they are asking because the community NEEDS it! SPACE Is very near and dear to my heart and family. For going on my third year, we drive over 2 hours weekly to get my children there to participate in the electives. When I tell people I drive that far to get my kids to school, they call me crazy, but I proudly brag that every minute in the car is worth it to be part of such an incredible program. Not only does the school offer amazing elective classes, the teachers pour their heart and souls in to ensuring each student feels loved and supported on their journey. My kids can truly feel the love from each teacher. In addition to that, the curriculum has been enjoyable for each of my children. We have lived in the house on the adjacent property to SPACE for the past 3 years. The audible sound coming from the venue is limited mostly to daytime kids laughter and playing. Only very occasionally has there been noise after 5pm, and that has usually always ended by around 8pm. We were offered a garden plot to build and tend at no charge by the leadership at HVC, which has been wonderful for our kids to learn about gardening. Over 14 years ago,we began Nicoco Hawaiian Gelato by doing the morning market right here at this location. Those early days at SPACE were pivotal in helping us launch and grow our small business into what it is today. It was more than a market—it was a place where neighbors became friends, where creativity was nurtured, and where we all felt supported to dream big. Now, living in the same neighborhood as SPACE, we continue to see how HVC strengthens our community. Their programs bring people together, create safe and inspiring opportunities for our keiki, and help cultivate resilience and connection in Lower Puna. Expanding their Use Permit to reflect what they are already doing—hosting their school, holding recitals, and offering agricultural and arts education—is not only practical, but it is also essential to continuing their positive impact. We wholeheartedly support this amendment and are grateful for the vision and dedication HVC has shown over the years. It also provides much-needed economic and educational opportunities in an underserved area. As the parent of a 4th grader who has attended Seaview School of the Hawaiian Academy of Arts and Science since 1 st grade, I am continually impressed by the environment this school has created for its students. My daughter, Saoirse, thrives here academically, socially, emotionally, and creatively, thanks in large part to the integration of circus arts into the curriculum and the unique flexibility of the in-person electives at SPACE. The variety of electives she has experienced: art, circus arts, science, fun with film, kindness club, and Hawaiian studies has expanded her skills, deepened her curiosity, and allowed her to learn in community with her peers. The connections she has made with her elective teachers are meaningful and lasting, and the relationships she has built with her primary teachers, first Sarah and Mika, and now Celeste, have been transformative. Not to mention the care from Morgan, Maja and Ellen (aerial silks). The individualized attention, care, and encouragement they provide shape not only her academic growth but also her vision of the world and her belief in her capabilities. The school's hybrid homeschool model, which allows us to guide her academic learning at home, has been invaluable. It fosters a sense of accomplishment and ownership over her education, while giving her the space to be her authentic self. Circus arts, in particular, have been a defining part of her experience. They allow her to express herself, showcase unique skills, and thrive as a performer, something that sets her apart from the everyday nine-year-old. Saoirse's accomplishments through Seaview School have allowed her to expand into communities, participating in three parades, both on the Big Island and the mainland, where she either rode her unicycle or walked on stilts the entire route. Twice a year, she also takes part in the community performances at SPACE, events that she eagerly prepares for months in advance. These experiences have taught her creativity, accountability, planning, and perseverance, along with the joy of sharing her talents with others. We are deeply grateful for the way Seaview School nurtures the whole child, honors individuality, and builds community. The combination of academic flexibility, creative expression, and caring, dedicated teachers has made a profound difference in our daughter's life, and we look forward to many more years as part of this remarkable school community. Also, as a homeschooling family, HVC has been a great resource for children's classes and activities. My children have attended the Seaview Performing Arts Center for Education (SPACE) since they were in kindergarten, and are now in fifth and sixth grade. This school has been the most wonderful learning opportunity our family could have imagined. This experience has been a cornerstone of their education, fostering confidence, physical skill, and a deep sense of community. The positive impact of SPACE on our family is profound. The blended homeschool program is fantastic, offering a classroom setting for electives that are taught by truly caring teachers. My children have thrived in the open-concept classroom environment, and their growth has been nurtured by dedicated educators like Celeste, who has made a very positive impact on all of us. Beyond the classroom, our family has been deeply connected to the HICCUP Circus program. I participated in HICCUP myself when I was a child, and it's incredibly special to now live in a community where my kids can learn circus arts. As an adult, I decided to check out the aerial silks classes at SPACE and absolutely fell in love with the sport, the amazing teachers, and the aerial community. SPACE strengthens our community by providing vital educational opportunities right in our neighborhood. For our family, getting to Pahoa every day would be a significant challenge. Having this wonderful school so close by has been a blessing. SPACE is a truly wonderful school, and it's doing wonderful things for our community. Please approve the amendment to SP#1122. I am writing in strong support of the proposed amendment to Special Permit No. 1122 for Hawai`i's Volcano Circus. Nearly twenty years ago, I met Graham Ellis, a visionary community leader who had established a unique circus arts program in the Seaview subdivision in Kalapana. Around the same time, I was launching HAAS with the mission of expanding access to quality, innovative education in underserved areas of Puna. Recognizing the tremendous potential to inspire and engage students through the arts, we joined forces to create a hybrid elementary program that incorporated elements of circus arts—a creative, hands-on approach that hay resonated with our keiki and their families. Through five successive County administrations, we have successfully navigated the permitting process, and in each case, our efforts have been acknowledged and supported as a meaningful contribution to this rural community. The SPACE campus has been a critical hub for education, culture, and community for nearly two decades, and the renewal and amendment of this permit will allow that legacy to continue. I respectfully urge you to approve the amendment to Special Permit No. 1122 so that Hawai`i's Volcano Circus can continue serving the Puna district as a unique, enriching, and much-needed community resource. When people feel connected to their neighbors and their district, they are more likely to thrive. They feel a sense of purpose and mutual support. This is particularly crucial in a rural area like Lower Puna, where access to resources can be limited and geographic isolation can be a challenge. SPACE, the Seaview Performing Arts Center for Education, is a rare gem that brings all of these influences together in a single, extraordinary environment. The location itself is breathtaking. Children breathe the ocean air, feel the rhythm of the land, and learn in a space that is safe, nurturing, and expansive. It is a place where curiosity, creativity, and confidence grow naturally, supported by adults who are not only masters of their craft but who embody the highest standards of guidance and mentorship. What matters most here are the children and the community. The programs, music, drama, circus arts, silks, provide experiences that extend far beyond the classroom, allowing children to lead in community today and prepare to be thoughtful, capable leaders of tomorrow. The richness of this place, the care with which it has been cultivated, and the vision of its educators make it an environment that is both worldly and universal, rooted deeply in aloha and a respect for the land. This is not only a program, it is a way of life here in Puna. I support it wholeheartedly and will continue to advocate for it. I was a Hiccup Circus student thirty years ago. I now help to teach the next generation at SPACE. I have watched many children build talent at SPACE that has taken them to work in circuses around the world. My own children have attended circus classes at SPACE. My wife is the circus instructor for HAAS at SPACE. My son went to school at SPACE, and my daughter will too when she is old enough. Through necessity, over time SPACE has grown to become our much needed community center. SPACE provides a place to learn about food sustainability and to share the food we already produce. SPACE provides exposure to arts and culture through its numerous classes and workshops. SPACE provides access and information about our available community resources. SPACE provides a safe center for information and resources in the event of a disaster. SPACE provides access to schooling for children in lower Puna where I believe many children would simply not be attending school if it was not for the home school program at SPACE. My family and I live in Kalapana Gardens on the 90's lava flow. It is a wonderful but rapidly growing, young subdivision in dire need of the services at SPACE. I have used all of the mentioned services at SPACE, and so have many others like me. Please continue to help us grow by approving the amendment to SP #1122. Thank you for your time and consideration. Puna. Hawaii Dear Chair Daniele and Windward Planning Commissioners, I am writing you today, to urge you to approve HVC's request to amend SP #1122. 1 have been a resident of lower Puna for over a decade and have been a part of the SPACE community for equally as long. Moving to and living in a rural area comes with its challenges, and finding a community is not always easy. SPACE has, since the day I moved here, played an important role in giving me a sense of belonging. Over the years, I have been a HICCUP Circus instructor, an aerialist utilizing this one of a kind facility to practise every week, a mother of a student at the SPACE supported home school program. The important role that HVC and SPACE plays in this rural area can not be overstated. Without SPACE and all its programs and after school activities, parents like myself would end up having to drive 20-60 minutes one way to get my child to an activity. In order to further expand their programs and keep serving an otherwise underserved area, I ask you to please approve the amendment to SP #1122. Thank you for your time and consideration. Sincerely, Maja Nilsson Misha Miller 1076 Anita Lane Sebastopol CA 8/28/25 Windward Planning Commission County of Hawaii Louis Daniele III, Chair 101 Pauahi Street, Ste 3 Hilo, HI 63420 Dear Chair Daniele and Windward Planning Commissioners, Subject: Testimony in Support of Amend Special Permit No. 1122 Applicant: Hawai'i's Volcano Circus TMK: 1-2-009: 034; Keekee-Kehena,Puna,Hawaii I strongly support HVC's request to amend SP #1122. I have first hand witnessed on multiple stays in Hawaii the positive impact Space has on the surrounding Puna community. Providing fun education and growth opportunities to young people and adults. It is no doubt a major force for good for the greater area to be able to expand their offerings and impact. Please approve the amendment to SP 91122. Thank you for your time and consideration. Sincerely, Wendy Berry Dear Planning Commissioners, I am writing to you because I believe that our school, SPACE, deserves your support for a special use permit. One of the best parts of our school is Circus class! I love Circus because I get to be on stilts. Another reason I love SPACE is that we get to be with our friends! My favorite classes are Art, Circus, and Mystery Science. I hope you consider my thoughts and help us make our school even better! Mahalo, Zm D. Cahm
