Brilhante, Jr. <br />Managing Director <br />Merrick Nishimoto <br />Deputy Managing Director <br />County of Hawaii- Office of the .Mayor <br />25 Aupuni Street, Suite 2603 • Hilo, Hawaii 96720 • Phone (808) 961-8211 • Fax (808) 961-6553 <br />KONA: 74-5044 Ane Keohokalole Hwy., Bldg C • Kailua-Kona, Hawaii 96740 <br />Phone (808) 323-4444 • Fax (808) 323-4440 <br />PROCLAMATION TERMINATING THE EMERGENCY PROCLAMATION <br />RELATING TO THE TSUNAMI EVENT RESULTING FROM THE EARTHQUAKE <br />OFF THE COAST OF KAMCHATKA RUSSIA <br />WHEREAS, as a result of an earthquake occurring off the east coast of Kamchatka <br />Russia (52.2 North 160.0 East) at 1:25PM HST on July 29, 2025, the National Weather Service <br />Pacific Tsunami Warning Center (NWS PTWC) issued a tsunami warning for the State of <br />Hawaii at 2:43PM HST on July 29, 2025, stating that the earthquake was estimated to be an 8.7 <br />magnitude and had generated a tsunami that could cause damage along the coastlines of all <br />islands in the State of Hawaii and result in extensive flooding and damage even hours after the <br />initial wave; and <br />WHEREAS, on July 29, 2025, pursuant to Hawaii Revised Statutes (HRS) § 127A- <br />14(b), the Charter of the County of Hawaii § 13-23, Hawai`i County Code § 7-1-6(a), and based <br />on the available data, I found that an emergency or disaster was occurring or that there was an <br />imminent danger or threat of an emergency or a disaster to the County of Hawaii, as those terms <br />are defined in HRS § 127A-2, and issued the Emergency Proclamation Relating to the Tsunami <br />Event Resulting from the Earthquake Off the Coast of Kamchatka Russia; and <br />WHEREAS, at 8:58AM HST on July 30, 2025, the NWS PTWC cancelled its tsunami <br />advisories relating to the Kamchatka Russia earthquake and the County of Hawaii has since <br />completed its assessment of the existing conditions and any impacts resulting from the tsunami <br />event; and <br />NOW, THEREFORE, I, C. KIMO ALAMEDA, Mayor of the County of Hawaii, do <br />hereby proclaim and declare, effective September fro , 2025, that the Emergency Proclamation <br />Relating to the Tsunami Event Resulting from the Earthquake Off the Coast of Kamchatka <br />Russia is terminated pursuant to HRS § 127A-144(c), (d), as I find that the dangers, threats, and/or <br />circumstances giving rise to that emergency proclamation no longer necessitate a local state of <br />emergency. <br />County of Hawaii is an Equal Opportunity Provider and Employer. <br />
