It is our understanding that in this case, the micro -distillery will produce spirits that will be sold wholesale to other businesses and will not include an on -site customer component, thus the Ag-Based Commercial Operations designation is not applicable. Takase Director SUBJECT: NABCA 88th Annual Conference —Forward Together, Stronger Tomorrow May 18-22, 2025 Orlando, Florida Pursuant to Section 2-100(b) of the Hawaii County Code 1983 (as amended), the following report is submitted for the National Alcohol Beverage Control Association ("NABCA") 88th Annual Conference held May 18-22, 2025 at the Gaylord Palms Hotel, Orlando, Florida. About 900 government representatives, beverage alcohol industry participants, media, and other affiliates from across the United States joined NABCA for its 88th Annual Conference. Presentations from NABCA regulatory and policy staff provided updates about what they see taking place across the U.S. as it impacts beverage alcohol nationwide. The discussion addressed hemp, tariffs and enforcement issues. They noted that the alcohol industry is facing a significant drop over what had been ever increasing sales and that while no one has directly correlated it, a lot of the loss, especially in the younger generations, seems to be related to increased marijuana use. This can be in the form of direct ingestion or through its infusion into a myriad of products, now on the market and in large part unregulated. The Music Paradigm After a 12-year absence, the Music Paradigm made its second appearance at the NABCA Annual Conference. delivering an interactive learning experience about organizational dynamics. Musical conductor Roger Nierenberg's passion for live, classical music is what motivates him to use a live orchestra as a metaphor to demonstrate how rethinking leadership style, philosophies, teamwork and effectiveness dynamically affects an organization. He placed professional musicians, who he had never met before a 7.30 a.m. practice, amongst the audience who were invited to "spy" and observe them perform. Nierenberg's instructions Hawai'i County is an Equal Opportunity Provider and Employer Page -2- May 23, 2025 were to "select a single musician" and "feast your eyes on their athletic act and to be impressed by their hands and coordination, or the strength with which they are playing." He also invited several unsuspecting attendees on stage to observe the live orchestra and share what they noticed from the perspective change of sitting in the audience looking at the musician's backs, to being on stage and seeing the entire room, including the faces and physical engagement when playing their respective instruments. He asked participants what they observed and connected this activity and the observations to organization leadership and dynamics in work teams' cohesiveness or dysfunctions. The point behind that exercise showed that some people who are close to decisions being made have a fuller, richer knowledge about an organization's future direction, while those in the fringe feel they have no idea about what is going on. Nierenberg developed this dynamic, interactive session specifically for NABCA to creatively show eye-opening lessons in leadership, listening, trust and teamwork, using the orchestra. Throughout this engaging presentation, Nierenberg visually delivered many messages, some of which were: • By collaborating across boundaries, it is possible to imagine the whole picture of an organization and see how an individual fits in. • People who take accountability are so good that the rest of the world may not know an organization is dysfunction. • Directions are much easier to follow when they are clear and focused. • A "conductor" (or organization's leader) needs to fully understand a "musical composition" (the big picture) and share it with everyone so all can make great music and can see that vision also. • A self -focused person gets in his/her own way and needs to let go of these self limitations by changing to become part of the best "orchestra" (or team) versus being the best individual. The program concluded with Nierenberg inviting everyone in the audience to change seats and to even stand on stage, to listen to the full performance for this presentation called, "The Music Paradigm." It was an unusual, but highly effective way to show the interactions between leadership and teamwork. What started out as a what is this moment became a highly effective teaching tool. Lights, Camera, Listing Acts 1 and 2 This entertaining reenactment of the process of getting a new alcohol product into a Control Market was separated into two sessions theatrically referred to as "acts." Presenters and moderators sought a new way to deliver listing related content to attendees. Throughout both acts, the presentation was jovial in nature. The presenters engaged the audience with the passing of each "scene" as they delivered valuable information while emulating the process preceding and during listing conversations with a brand seeking to enter a fictional control jurisdiction's market. During Act One, the groundwork for a few scenes in which a well -funded and thought-out brand approach was contrasted with a poorly executed brand strategy. In Scene One, David Jackson, acting as the proprietor of the fictional Greenwich Reserve Moonshine, laid out a Page -3- May 23, 2025 poorly developed concept. In a follow-up scene, Reed Davis, Kristen Kappel, and Amy Johns represented the fictional brand Oro del Desierto and effectively illustrated a thoroughly fleshed out brand concept. The regulator remarked in reviewing the scene that "hope is not a business plan" and noted that concept development and product research are key parts of the process preceding listing discussions. In Scene Two, the audience witnessed the contrasting products approach to the innovation process, highlighting the importance of consumer centricity in brand development as well as the value of research into scaling up and projected time to market as both are highly influential when it comes to brand success. As Scene Three began, the audience found themselves watching a vignette where Greenwich Reserve Moonshine and Oro del Desierto were pitched to brokers. They made sure to clue the audience to the idea that the role of a broker is to execute on behalf of their partner at a very high rate and make sound data driven decisions to the benefit of both entities. Ultimately, the poorly pitched Greenwich Reserve was discarded and the brokers elected to partner with Oro del Desierto largely because the marketing materials, significant capital investment into advertising, and overall market research were impressive and made the brand appear likely to succeed. The Second Act began with moderator Eddie Wirt welcoming the audience back to the fictional boardroom as the panelists sought to act out a typical listing pitch and meeting with Oro del Desierto and their broker. Oro del Desierto pitched their product and made sure to come with data talking about how their tequila capitalized on a rapidly growing market, drawing the attention of the jurisdictional representatives to data regarding key consumer insights, shopper insights, and categorical insights suggesting that this tequila was primed for success and filled a vacancy that existed within the market segment. The board asked questions and discussed depletions, brand support, and potential endorsements in evaluating the efficacy of this potential product in advance of more detailed discussions, where the jurisdiction representatives debated whether a onetime buy, limited release, special order, or all -in approach towards listing the product made the most sense for the jurisdiction. All in all, both sessions captured and mimicked genuine conversation that exists surrounding the listening process and brought a fresh and exciting approach to an important topic within the industry. Crack the Code: 3D Communication Strategies for Powerful Results Pamela Barnum has more than 20 years of experience working in the criminal justice system and was the only female undercover police officer in a large drug enforcement unit. She was also a federal prosecuting attorney. She used her real -world experience to talk about trust and collaboration strategies and techniques and offered tips on how to apply it in leadership and in overall human interactions. "Trust exists at the crossroads of strength and warmth or confidence and empathy," she said. In either extreme trust is not achieved with another person or yourself. She added that observing changes in speech patterns, body language like covering the mouth or eyes, facial Page -4- May 23, 2025 touching, and fake smiles are things to look for to gauge if someone is lying. Additionally, she suggests paying attention to contradictory statements. Barnum also encouraged attendees to pay attention to their body and internal cues that signal something is not right. She relayed a story about ignoring her own in an enforcement encounter where she was to have met a drug seller at a location. The seller brought another person she did not expect. She was sensing something was not right but kept moving forward as she wanted to make the bust. In the plan she and enforcement colleagues organized, the sellers and she were to have gotten in her car which was wired so anything said could be recorded. Instead, the unexpected individual coerced everyone into another car that was not wired and offered her no safety as they were also driving in the opposite direction of the planned sting route. Thankfully, her enforcement colleagues tracked the car's location and through a phone call her commander intensely told her to get out of the moving car, which she did by opening the door and rolling onto concrete. She also talked about the "Three D Negotiations for Success." Although it resonates with those in the financial industry, the tips are valuable in any environment. The first is Display; doing what you can do to demonstrate you are negotiating in good faith. It includes looking for non-verbal clues and body language of the other person. The next is Decode, which is understanding the other negotiator's goals, motivations, desires, wants and fears. This can help with developing an authentic connection with the other person. The third is Detection of suspicion and distrust. She provided tools using trust -based influence, tactical empathy and confidence, as well as how to notice red flags to deescalate and get a win/win result. She engaged the audience with some questions that resulted in the only person to remain standing winning a gift card to a renowned coffee store. There was indeed one winner! Some of the questions posed were: • The sound of our voice has a greater impact on first impression than the words we choose - True • Women are more unlikely to lie during a negotiation than men - False • People who display empathetic body language are viewed as less competent - False • People are more likely to tell high stakes lie when they are talking on the phone versus texting — True/False • Liars avert eye contact more than truth tellers - False She said, "Eye contact has nothing to do with deception. We all know how to look at the person when we lie to them." She added, "We want to be lied to and enjoy it." Journey to 2030: How to Leverage the Next Five Years to Become Your Industry's Most Admired & Forward -Thinking Company Renowned futurist Nikki Greenberg gave a keynote address about how to navigate trends such as Al, generational changes, and the evolution of the workplace. She spoke about the development of new technologies in waves of innovation and the impact they will have on industries and the world at large. Greenberg explored the influences and power structures that influence different generations, highlighting how the increase of Millennials and Gen Z in the workforce, and generation alpha in the future, will change the landscape of workplace culture. She addressed the attitudes toward drinking within Gen Z, including sober -curious movements, zebra -striping, and the formation of community and identity around reduction in drinking Page -5- May 23, 2025 alcohol. Some of her visuals included TikTok videos showing the caloric comparison of alcohol vs fast food and how it appeals to the more health -conscious nature of younger generations. She also estimated a 35% opportunity for task automation with the use of Al and connected it to the alcohol industry via recognition of intoxication from speech recognition, analysis of wine and beer flavor profiles, and streamlining analytics and inventorying. She also discussed autonomous robotics, such as self -driving trucks, and how these disruptions can revolutionize the delivery and shipment of alcohol products, as well as spatial computing and virtual reality and its potential to change the inventorying and tracking landscape. Greenberg concluded by explaining what it means to be future -ready. • Be core - understanding what is most important for an organization to do to maintain a competitive advantage. What is essential? What if you lost your entire organization and you had to rebuild on day one? What would it look like? • Be flexible - adaptability to change is essential to being future -ready, being curious trying new technologies and exploring new applications helps you stay on top of changing paradigms. • Be willing to do something different - the competitive advantage arises when you can do something new before others key in on it. She noted that the systems and processes that we have in place were developed in a time that was very different to today. • Be a visionary - She left the audience with a parting thought: "When you know what's coming, you can act on it and lead your industry." Concluding NABCA's 88th Annual Conference in Kissimmee, Florida, industry leaders explored future trends, challenges, and opportunities facing C-suite executives in the beverage alcohol sector. CEO Neal Insley opened the session by expressing his gratitude to all attendees for actively participating throughout the conference. Moderator Nikki Greenberg, a futurist keynote speaker and Al thought leader, set the tone for a forward -thinking discussion. The panel included notable industry figures such as Melanie Batchelor from Campari America, Matt Deegan from Proximo, and Tiffany Clason, Executive Director of the Utah Department of Alcoholic Beverage Services. The dialogue focused heavily on the intersection of data -driven decision -making and industry operations. Clason highlighted how understanding demographic nuances, such as the preferences and behaviors of different generations, like Gen Z and Baby Boomers, have shaped Utah's regulatory approaches. Deegan discussed leveraging data to enrich product offerings, enhance social responsibility, and improve product dosing accuracy. This year's conference seemed to delve much deeper into preparing oneself to meet the challenges of leadership by looking at how an organization is formed and the teamwork that is needed to move any entity forward. With the first signs of a weakening alcohol industry and a shift in the new generations moving forward, it will be a new industry and questions will continue to be raised as to whether the current model of regulation needs to update as well.
