<br /> state of Hawaii. This ambitious, ten-year project seeks to implement .
<br /> best management practices to avoid and minimize impacts to Hawaii's
<br /> natural areas by taking a multi-faceted approach that includes
<br /> preventing the introduction of invasive species, early detection and ui • rA

<br /> SWCA is working with the Hawaii Department of Transportation £ 'l . - l
<br /> (HDOT)to implement the first five years of the 10-Year HDOT Highways
<br /> Division SNIPP Strategic Plan. This includes a diverse and tangible array of products toward realizing their vision to bring about
<br /> positive changes to roadside vegetation maintenance that would make Hawaii roadsides safer, environmentally friendly, and
<br /> visually appealing. These deliverables are being accomplished in an efficient and cost-effective manner without compromising
<br /> HDOT's mission to provide safe and efficient travel ways. SWCA is focusing on five main strategic goals, which include 1)
<br /> prevention of the spread and establishment of invasive species along highway rights-of-way (ROWs) 2) early detection and
<br /> rapid response to identify, report, and respond to newly detected species before they become a detriment to highway ROWs 3)
<br /> control and management of already established species to reduce their harmful impacts along state highways 4) restoration
<br /> using non-invasive or appropriate native plants on highway ROWs that reduce risk from harmful invasive plants; and 5)
<br /> community outreach and organizational collaboration with other state agencies, non-profit organizations, and neighboring
<br /> landowners to ensure long-term solutions for the invasive species problem in Hawaii. Each of these major strategic goals has
<br /> specific objectives, implementation tasks, and performance measures to guide the goal achievement process.
<br /> Some of the tasks that have been developed and implemented over the years as part of the SNIPP project include: roadside
<br /> surveys, to identify and map invasive species in each district for a total of 400 miles per year, for a total of five years to date;
<br /> Highway Manual for Sustainable Landscape Maintenance Training workshops for HDOT roadside maintenance and landscaping
<br /> staff and contractors held on Oahu, Maui, Kauai, and Hawaii Island; Maintenance Professional Track Development Training
<br /> workshops created for highway maintenance supervisory staff and contractors also held on Oahu, Maui, Kauai, and Hawaii
<br /> Island; The Ecological Zones and Native Planting List was created as a guide for HDOT landscape architects, engineers, and
<br /> contractors to facilitate selection of appropriate native Hawaiian plant species for highway ROW projects on Hawaii Island,
<br /> Kauai, Maui, Molokai, Lanai, and Oahu; partnering and collaborating with the Oahu Invasive Species Committee and the Maui
<br /> Invasive Species Committee on rapid response by conducting invasive species surveys for high priority species; developing
<br /> educational pamphlets related to invasive species management and distribution to HDOT landscaping vendors throughout the
<br /> state; developed and published laminated flash cards detailing best management practices (BMPs)on preventing the entry and
<br /> spread of invasive species for highway maintenance staff.
