<br /> The assessment will include a commercial gap analysis and leakage estimations, spending potential index (SPI),
<br /> location quotient, and the identification of current and emerging local economic-base industries. Combined with
<br /> qualitative information, this assessment will collectively present a detailed evaluation of the market. Using this series
<br /> of location-specific market analysis methodologies, including ESRI Business Analyst GIS modeling techniques, Tetra
<br /> Tech will seek to answer the following questions:
<br /> 1. What is the current economic climate in the study area?
<br /> 2. What business sectors show the greatest potential to drive new growth, development, or redevelopment
<br /> within the study area based on identified market conditions?
<br /> 3. What is the current state of the housing stock, and how does this relate to housing demand and buyer
<br /> preferences?
<br /> 4. What are the current characteristics (income, skills, education, spending preferences, etc.)of people living
<br /> in the target market?
<br /> 5. What is the existing supply and revenue capture of business operations across each commercial sector?
<br /> 6. What amount of spending by people within the market area across each sector is not captured within the
<br /> market area? If outside of the market area,where does this spending occur?
<br /> 7. Based on the identified balance between supply and demand, how much new development could the
<br /> current market support across commercial sectors?
<br /> 8. What underutilized resources are present in the planning area that could support the targeted uses or
<br /> provide opportunity for additional uses?
<br /> The results of the analysis will inform a final profile of a project area and will provide a foundation of information to:
<br /> inform strategic decision making;establish benchmarks for measuring future progress; allow for comparison and trend
<br /> evaluations; and, quantify market opportunities for future land uses and growth.
<br /> Housing Assessment— Our team uses data to evaluate current conditions and document existing housing stock
<br /> including buyer/renter preferences, potential deficiencies, rental and owner-occupied trends, structural age, home
<br /> values, presence and need for affordable housing among others. This can include determining housing affordability,
<br /> oversaturation of the housing market for a particular type of housing, or underrepresentation of a type of housing.
<br /> Our team will also collect quantitative information to validate the quantifiable data we obtain from the data sources
<br /> mentioned above. We will connect our public outreach and engagement efforts to obtain this quantitative data. Tetra
<br /> Tech Team will utilize both quantitative (e.g.,data collection and analysis)and qualitative (e.g.,stakeholder interviews,
