He oversaw the preparation of documents to comply with the National Environmental <br /> Policy Act(NEPA),other federal environmental regulatory acts including the Endangered Species Act,the Clean Water Act, <br /> the Clean Air Acts,the National Historic Preservation Act(NHPA),and Section 4(f)of the Department of Transportation Act. <br /> Abbey led an organization of approximately 30 HART staff,along with over 50 project consultants.
