Hawaii Police Commission <br />Meeting Agenda <br />November 21, 2025 <br />Page 2 <br />questions they receivedfrom the Commission; the interview process, including <br />interview questions;and the selection and appointment process.The Department of <br />Human Resources will provide an update regarding how many applicants applied and <br />how many meet the minimum qualifications. The Commission may enter a closed <br />executive session under HRS§92-5(a)(4) to consult with the board's attorney on <br />questions and issues pertaining to the board's powers, duties, privileges, immunities, <br />and liabilities related to the selection process of the Police Chief. <br />NEW BUSINESS <br />Status of Police Commission’ssecretary position:Discussion regarding the current <br />status of the Commission’ssecretary position. Following the meeting on October 24, <br />2025, the Police Commission transmitted correspondence to the Fire Commission, <br />which said that,effective November 1, 2025, the secretary assigned to the Police <br />Commission will no longer be availableto provide administrative support to the Fire <br />Commission. The Commission may discuss potential next steps or alternative <br />administrative support options moving forward. <br />Correspondence No. 25-17: Resolution 320-25 (draft 2),adopted by Hawaii County <br />Council. A resolution expressing support for due process and the protection of the <br />County’s <br />commitment to multiculturalism and its immigrant heritage. <br />EXECUTIVE SESSION(CLOSED TO THE PUBLIC) <br />For the following agenda items, the Commission will meet in executive session to consider <br />charges against officers or employees of the police department, where matters affecting <br />privacy will beinvolvedand may consult with the board’s attorney on questions and issues <br />pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities <br />pursuant to HRS§92-5 (a)(2)(4)-20 (b). <br />CONSIDERATION AND INVESTIGATION OF COMPLAINTS(EXECUTIVE SESSION – <br />CLOSED TO THE PUBLIC) <br />HPC 25-23: Complainant alleges officers have not responded to her repeated calls, no <br />follow-up was conducted, and expresses dissatisfaction with how her case was <br />investigated. (cont. 7/18/25) <br />HPC 25-37: Complainant alleges officer was unprofessional during a traffic stop. <br />HPC 25-39: Complainant alleges he was wrongfully arrested. <br />Review of complaints in the non-acceptance category. <br />(EXECUTIVE <br />STATUS REPORT OF REFERRED AND EXTERNAL COMPLAINTS <br />SESSION –CLOSED TO THE PUBLIC) <br /> <br />
