1 appropriated shall be expended by the Hawaii community <br />2 development authority for the purposes of this Act. <br />3 SECTION 6. This Act shall be liberally construed in order <br />4 to accomplish the purposes set forth herein. If any provision <br />5 of this Act, or the application thereof to any person or <br />6 circumstance is held invalid, the invalidity does not affect <br />7 other provisions or applications of the Act that can be given <br />8 effect without the invalid provision or application, and to this <br />9 end the provisions of this Act are severable. <br />10 SECTION 7. Statutory material to be repealed is bracketed <br />11 and stricken. New statutory material is underscored. <br />12 SECTION 8.
