Police Commission Meeting Page 4 August 30, 2002 Complaint HPC 02 -29: Complainant alleged that while citing a vehicle on the Kawaihae Road, an officer made the driver stop in a position that created a traffic hazard. Complainant also received a citation, and she alleged that the officer cited her for speeding in a 35 mph zone when she was actually in a 45 mph zone. Complaint HPC 02 -32: Complainant alleged that while being arrested, an officer choked him, and he fell unconscious. When he woke up the officer's knee was on his head. The officer threatened to throw him down if he looked at anything. When he turned his head, the officer grabbed him and slammed him on the ground. The officer also used swear words and was hostile. Complaint HPC 02 -33: Complainant stated that while being arrested, he resisted by keeping his arms apart so as not to be handcuffed. He alleged that he was sprayed with pepper spray and forced to the ground by five officers, and an officer choked him and wouldn't stop until his wife told him to stop. Complaint HPC 01 -42: Complaint was referred to the investigator. Complainant alleged that while he was with a friend in downtown Hilo at about 2:30 a.m., an officer used profanity and threatened to beat him up. Investigator has been unable to locate complainant and requests a deferral of the case.
