Relevant Project Experience <br /> 1. The Hawai'i Wave Dual-Use Incubation Program (April 28, 2025— March 31, 2026) is a <br /> mission-driven accelerator designed to help Hawai'i-based companies adapt their <br /> technologies for both civilian and government markets. Hosted by PICHTR, the program <br /> supports local innovators in turning community-focused tools into solutions that serve <br /> national security, disaster response, and resilience needs. Through expert coaching, <br /> federal funding guidance, and strategic networking, Hawai'i Wave empowers early-stage <br /> ventures to bridge local values with global impact—advancing dual-use readiness while <br /> strengthening the economic and social fabric of Hawai'i. <br /> 2. The PaCT Conference (Pacific Conference on Dual-Use Technology) (ongoing) is Hawai'i's <br /> premier gathering for innovators, government leaders, and industry partners advancing <br /> technologies with both civilian and defense applications. Hosted in the spirit of <br /> collaboration and cultural respect, PaCT connects local companies with Department of <br /> Defense stakeholders, federal agencies, and global allies to explore emerging needs in <br /> areas like climate resilience, public safety, and infrastructure security. With panels, pitch <br /> sessions, and strategic matchmaking, the conference fosters opportunities for Hawai'i- <br /> based ventures to align with national missions and secure pathways into the dual-use <br /> innovation ecosystem. <br /> 3. Al Workshops (ongoing): organizing a diverse range of Al workshops across Hawaii <br /> focused on empowerment, education, and community transformation. These include <br /> hands-on workforce upskilling sessions for union members to reduce fear and boost Al <br /> literacy, youth-focused hackathons that teach no-code chatbot development, and <br /> educator training programs that combine Design Thinking with generative Al to solve real- <br /> world problems. In classrooms, we're integrating Al with agtech simulators and 3D <br /> holographic tools to make learning interactive and culturally grounded. We've also created <br /> custom GPTs to help companies apply to dual-use incubators and are exploring Al for civic <br /> engagement, such as reimagining spaces post-disaster. All of this is tied together by our <br /> mission to make Al accessible, locally relevant, and a tool for inclusive innovation across <br /> community, culture, education, business, and technology. <br /> 4. Government of Japan, Ministry of Economy, Trade and Industry (METI) <br /> JETRO J-StarX Dual-Use Incubation Program (9/1/2023— present) <br /> The J-StarX Dual-Use program is a program of the Government of Japan, Ministry of <br /> Economy, Trade, and Industry, and operated by the Japan External Trade Organization <br /> (JETRO). PICHTR is the dual-use program lead and works with JETRO on the selection of <br /> appropriate companies for mentorship and guidance in U.S. Federal contracting and <br /> engagement with the U.S. Department of Defense. <br /> Program Components: <br /> • US Gov't Fundamentals: August - September: This phase will focus on gathering a <br /> number of potential dual use companies to start the screening process early, which <br />
