<br />Salary Commission September 24, 2025 <br /> <br /> <br /> <br /> <br />MS. KAWAʻAUHAU: This is Commissioner Kawaʻauhau. To me, the 12 is the shortened <br />version—okay, this says, “…further inversion scenarios where Civil Servants…”—(inaudible) <br />and it defines it. But it defines it broadly, which is fine ‘cause it’s clear. And then, this one—the <br />old 10 is more specific and gets into more detail. <br /> <br />MS. NAMAHOE: About inversion. <br /> <br />MS. KAWAʻAUAHU: Yeah. <br /> <br />MS. NAMAHOE: Yeah. <br /> <br />MS. KAWAʻAUHAU: Yeah. So, if we think that’s important, it’s just flushing it out a little bit <br />more—but 12 mentions it and it defines it broadly and that could be enough, too. <br /> <br />CHR. PAVAO: I think one of the—is one of the major reasons if we were proposing pay <br />increases is to avoid inversion. I think that we should keep 10 in so it’s well-defined. I mean, <br />yeah, it does briefly mention it in 12 but not really defining fully, I think. <br /> <br />MS. KAWAʻAUHAU: Yeah, and what I like about 10 is that I like that this is the sentence— <br />where did it go—that how it made people not want to get the job. They don’t want to <br />(inaudible)—yeah, I like that sentence, so if I can find it. <br /> <br />So, if we put that in Number 12 and I would be okay with it—we’re getting rid of 10. I’m also <br />okay with keeping it because I don’t under—I don’t really care about having more information. <br />So, either way is fine, but if we do remove 10 that we should say that we don’t disincentive <br />people from coming and applying. <br /> <br />CHR. PAVAO: It says the mayor and the department heads have hard time (inaudible) <br />positions, yeah. <br /> <br />MS. NAMAHOE: So, again, I wasn’t trying to put a speed bump where none is needed on the <br />highway. I was trying to recognize the cautions that HRD was pointing out here in terms of <br />those were old assumptions. <br /> <br />But if we all think that 10 is still evergreen enough to keep it, then let’s just keep it and then <br />move on to 12—because I want to make sure that 12 is meat. So, we got to make sure we choke <br />this one done. <br /> <br />CHR. PAVAO: Yeah. I think the main thing in 10 is that they got the words “quite often” but, <br />otherwise, I think it still applies. I’m sure there’s some isolated inversion and one of the major <br />reasons we’re advocating for this salary increase is to avoid further inversion. <br /> <br />Page 32 <br /> <br /> <br />
