Alcohol will cross the unlicensed areas solely for the purpose of transporting alcohol to the storage areas located on the first floor. KIND OF BUSINESS: Applicant will operate as a family friendly golf simulator and retail business, open seven (7) days a week from 11:00 a.m. — 10:00 p.m. Applicant has installed two (2) advanced golf simulators which will be rented out hourly, allowing customers to practice or play simulated rounds of golf indoors. In addition to simulator rentals, the space will offer a curated selection of golf -related retail products, including accessories, apparel, and lifestyle items tailored to the golfing community. Applicant would also like to offer alcohol and prepackaged snacks, bentos, etc., for retail. Employment will consist of approximately four (4) employees, all of which will be certified by the Department of Liquor Control to supervise the sale of liquor. LEASE: Forthcoming. UNLICENSED PREMISES: The lease will reflect that the Applicant has control and use of its premises located at 26 Hoku Street, Hilo, therefore, customers will be allowed to consume food and drinks purchased from Applicant within its premises. Kamelamela raised some concerns regarding the election of officers and suspension of members for alleged violations. Takase Director Pursuant to Section 2-100(b) of the Hawai `i County Code 1983 (as amended), the following report is submitted for the National Liquor Law Enforcement Association (NLLEA) 3 8th Annual Conference held November 16-19, 2025, titled "Bridging Tradition and Innovation: Advancing Alcohol Law Enforcement for the Tomorrow". The NLLEA is a non-profit association for law enforcement personnel that enforce liquor laws and regulations in the United States and Canada. NLLEA focuses primarily on enforcement issues related to the liquor industry and the professional development/training of its alcohol law enforcement (ALE) membership through an annual conference. Focus of Conference and Subject Matter Covered: The Annual Conference is organized with a mix of larger business meetings/sessions on general topics and smaller breakout sessions that focus on specific issues. The general sessions are for all NLLEA members, there are training sessions only for sworn law enforcement personnel, and there are training sessions for anyone involved in liquor enforcement/regulation. This year's theme was "Bridging Tradition and Innovation: Advancing Alcohol Law Enforcement for the Tomorrow" which built upon the theme from last year (Back to Basics: Fundamentals of Alcohol Law Enforcement). Technology is changing not only the alcohol marketplace but also the methods that businesses can apply for and obtain liquor licenses. Alcohol law enforcement must adapt with the times while remaining true to its core responsibilities: protecting public safety, upholding the law, and ensuring the responsible manufacture, distribution, sale and consumption of alcohol. This conference featured concurrent sessions (different subject matter sessions being held at the same time). Unfortunately, Licensing Officer Waltjen and Administrative Officer Gonzalez were unable to attend all the different sessions being offered (for example, the law enforcement workshop titled Unlawful Interstate Shipments: Identification, Investigations and Action). A copy of the agenda is attached for your reference. Opening Plenary Session The opening/featured speaker was Mike Gabler, the winner of the CBS reality television show "Survivor" (Season 43). Gabler provided a great inspirational opening, that focused on team building and working to be our best. Gabler is a heart -valve specialist and endovascular pioneer with 20+ years of professional experience and donated his entire $1,000,000 prize to veterans struggling with PTS (Post Traumatic Stress), TBI (Traumatic Brain Injury), and to combat the alarming rate of veteran suicide. Gabler never had the honor of serving in the military, it was his honor to serve those who served us. Gabler exemplifies the Team Never Quit ethos. He reminded us that we should work to become champions because in life there are winners and there are losers but champions adjust. His motto is: Life is short! Life is NOW!! LIVE IT!!! Blue Hawai` is Coordinated Enforcement within the Aloha State This training explained the framework of alcohol regulation in Hawai` i and its four separate counties. Hawai' i does not have a single, centralized, alcohol law enforcement agency. Instead, the State of Hawai` i delegates alcohol law enforcement to each of the four counties (Kaua 1% i, Maui, City & County of Honolulu, and Hawai' i) . Attendees gained insight into how the counties collaborate across geographic and administrative boundaries to uphold alcohol laws, ensure public safety, and navigate complex regulatory challenges. There was a robust question and answer period to address things such as: 1) The County of Hawaii is not the same as the State of Hawaii; 2) the island of Hawaii is not the State of Hawai' i; 3) our islands and counties are not connected by roads or bridges; 4) our alcohol enforcement jurisdiction is limited to our respective counties unless we are doing a joint operation. After the general overview of how liquor laws are enforced within Hawai' i, we did two specific case studies that both involved businesses selling liquor without a license. The case studies provided a good juxtaposition of how businesses respond to liquor law enforcement. One business DID NOT cooperate with enforcement efforts and the other business DID cooperate with enforcement efforts. The first case study from Honolulu involved a liquor/cigarette/mini mart business that sold liquor without a license that did NOT comply or cooperate with enforcement. The business was given several chances to come into compliance but ignored those chances and eventually had its liquor inventory confiscated. Liquor law enforcement coordinated with the Honolulu Police Department to conduct a joint operation. The business received monetary fines for selling liquor without a license. Additionally, the owner of the business was also found to be selling drugs from the store and is currently facing criminal prosecution for selling drugs. As of today, the business is now a clothing store. The second case study from Hilo involved a nightclub style business that offered hookah and liquor without a license. Liquor law enforcement coordinated with other public safety agencies (i.e. building division, State of Hawai` i Department of Health) during the investigation. The owner of the business cooperated with our enforcement team after we notified them that they were operating illegally. The owner cooperated by stopping all sales of liquor, closing the business to address other regulatory issues, surrendering their liquor inventory, and applying for a liquor license. 1A Mayor Alameda, Ph.D. Page -3- December 9, 2025 Blue Hawai' is Coordinated Enforcement within the Aloha State (Continued} This session was created, planned, and coordinated by Liquor Administrative Officer Gonzalez as part of his duties as a member of the NLLEA Professional Development Committee. The training session was presented in a panel format with assistance from Glen Nishigata, Supervising Liquor Control Investigator City & County of Honolulu — Liquor Commission, and Jarrett K. Kaho` ohanohano, Deputy Director County of Maui — Department of Liquor Control. Gonzalez has been asked to do additional training sessions in the future. Leadership Track — Take Us to the Top: The 25 Steps to Leadership and Organizational Success! This session was a three-hour workshop that was presented by Dr. Gregory A. Warren, Captain (Ret.), Delaware State Police, retired Managing Member and lead consultant for ALETC, LLC. Dr. Warren is the author of Take Us to the Top: The 25 Steps to Leadership and organizational Success!. All participants in this workshop were given a copy of his book and a quick reference guide to take home. Participants were presented with the 25 steps on how to become a better and more successful team member, leader and organization; these Contingency Leadership based steps were showcased in a new, easy -to -use Leader -Follower Trust schematic, which showed participants how to best develop the respect and trust required of their potential followers and fellow team members. The performance levels of all team members and the organization rest upon the critical principle of trust between team members, and their commitment to the organization's mission and vision. Program participants were also exposed to the new Situational Performance Model SPM, which is designed to train personnel at every level, how to best select and utilize the correct leadership style, regardless of the situation faced to help ensure the organization's mission gets accomplished in an exemplary manner. Most leadership development programs tell participants what to do and what not to do but never reveal how to engage in the proper thinking/behavior that is required to be a great leader or high-performance team member. This leadership workshop, through Dr. Warren and the 25 steps that he presented, spoke about these thinking/behaviors that are designed to unlock both the organization's and your potential for high performance and success. Licensing Officer Waltjen attended this session. On the Scene: How TRACE Strengthens Alcohol Law Enforcement This session focused on the Target Responsibility for Alcohol -Connected Emergencies (TRACE) program. This is a partnership between the Texas Alcoholic Beverage Commission and state and local law enforcement agencies designed to expedite investigations of serious alcohol -related incidents at licensed establishments such as driving while intoxicated (DWI) crashes involving significant injury or death, assaults tied to overserved patrons, or other critical events. Through a dedicated 24/7 TRACE hotline (operated via the Texas Parks and Wildlife Department), law enforcement immediately notifies TABC, enabling regional TABC peace officers to rapidly respond and begin investigative work while public safety concerns are still pressing. The aim is to bring TABC's enforcement expertise into urgent situations swiftly, improving case resolution and reinforcing accountability at licensed premises. The lead presenter for this session was Lt. Robert Coulter, Texas Alcoholic Beverage Commission. Mayor Alameda, Ph.D. Page -4- December 9, 2025 Money on Tap: Investigating Fraud, Theft, and Financial Misconduct in Licensed Venues This workshop explored how financial crimes such as embezzlement, tax evasion, skimming, and fraudulent reporting occur within licensed alcohol establishments in Texas. The two presenters, Lt. Henry Guevara and Investigator Doug Bell, Texas Alcoholic Beverage Commission, did a great job of using actual cases and real -world examples. The two -speaker dynamic also helped keep the attention of the attendees for what many might consider boring, tedious, white-collar crime, document reading investigation. The goal for this type of investigations and enforcement is to safeguard revenue integrity, protect consumers, and hold licensees accountable. As part of his duties as a member of the NLLEA Professional Development Committee, Liquor Administrative Officer Gonzalez had to introduce the speaker(s) and also provide the AV support during the session. Therefore, he attended this session. General Session — Jermaine Gallowgy, Tall Co Officer Galloway, a Texan, known nationally as the Tall Cop, has worked in substance abuse prevention and education for over 20 years. After playing Division I basketball and receiving his BA in Sociology from the University of San Francisco, he worked as a law enforcement officer for 18 years. His various assignments included: alcohol compliance and enforcement, CSI, DUI task force, officer mentoring, and field training officer. In 2007, Jermaine started the company known as "Tall Cop Says Stop". The Tall Cop has conducted trainings in every US state and Canada and currently devotes thousands of hours each year to training professionals and communities on drug and alcohol prevention, education, and enforcement. The Tall Cop is unique in that he spends hundreds of hours with "boots on the ground" highlighting drug culture in various communities. To date, Tall Cop has trained more than 800,000 professional and community members. He has trained across the U.S and in other countries such as Canada and the Bermuda Islands. The Tall Cop has conducted more than 8,400 community scans, identifying the drug culture and climate. His program, "High in Plain Sight", is a nationally recognized program, that provides training, education, and enforcement strategies for community substance abuse issues. This speaker was in Hilo in 2025, thanks to the efforts of the Hawai' i County Office of the Prosecuting Attorney. Office Galloway provided training to law enforcement, school staff, and counseling services regarding drug and alcohol awareness. Ile is an excellent speaker and trainer. Charitable Gaming in Transition: Regulatory Insights on Electronic Evolution and Future Trends This session specifically focused on how traditional paper gambling games like scratch cards and pull tabs are now electronic and how customers and regulators need to adapt to this change. Sometimes these gambling games are used by business to raise money for a charitable organization (a portion of the revenue generated is given to a designated charity). The general opinion is that electronic versions are easier to rig or cheat on (or are unfair to the customer because it is digitized). However, the electronic versions have more customer safeguards (clear payouts, records of winners and payouts), are more easily auditable to determine if there has been cheating or theft (benefit for regulators), and are harder to counterfeit (benefit for everyone). :A Mayor Alameda, Ph.D. Page -5- December 9, 2025 Charitable Gaming in Transition: Regulatory Insights on Electronic Evolution and Future Trends (Continued) The speaker, James A. Jones Jr, Veteran and Fraternal Relations Manager, Arrow International explained how technology has reshaped the charitable gaming landscape, resulting in state regulators needing to adapt their oversight methods to the new technology. Charitable gaming is on the rise with several states considering state legislation to make it legal. We explored the benefits these innovations offer (revenue generation, accessibility, and operational efficiency), as well as the risks they pose related to problem gambling, regulatory complexity, and enforcement. The takeaway was how regulators need to strike the right balance between innovation and responsible governance. As part of his duties as a member of the NLLEA Professional Development Committee, Liquor Administrative Officer Gonzalez had to introduce the speaker(s) and also provide the AV support during the session. Therefore, he attended this session. Hemp Products and Beyond: Chemistly, Compliance, and the Delta Divide This session was about hemp -infused products that are gaining popularity with consumers and becoming a larger section of the marketplace. It explored how regulators, industry leaders, and law enforcement are addressing the complex and challenging issues with hemp -infused products by balancing innovation with public health and safety. Dr. Matthew D. Curran, Director of Food Safety, Florida Department of Agriculture and Consumer Services and Chief Claire Espada-Diaz, Bureau of Law Enforcement Division of Alcoholic Beverages and Tobacco Florida Department of Business and Professional Regulation, led this session with information on the science behind hemp -derived cannabinoids, focusing on the distinctions between Delta-8 THC and Delta-9 THC, their effects, and their legal standing under federal and state frameworks. It was definitely a crash course on chemistry! The differences between these synthesized compounds, the compliance hurdles businesses encounter, and the regulatory ambiguity shaping enforcement decisions were all discussed. The need to bridge science with policy was the take -away from this session, to help equip attendees with the knowledge to navigate the rapidly evolving hemp -infused product landscape. Licensing Officer Waltjen attended this session. General Session — The Supply Chain Under Siege: Alcohol Theft, Cargo Crimes, and Or anized NPtwnrk.q This workshop, presented by the Texas Alcoholic Beverage Commission, examined the growing threat of alcohol theft and cargo crimes driven by organized criminal networks. On the contiguous United States, high-jacking/theft of shipments is a real issue! We explored how high -value alcohol shipments are targeted, the methods used by theft rings, and the investigative strategies TABC employs to disrupt these operations. Ron Swenson, Chief of Enforcement Division and Lt. Henry Guevara, Texas Alcoholic Beverage Commission described their collaborative efforts with law enforcement, industry stakeholders, and supply chain partners to protect product integrity, secure distribution channels, and safeguard the regulated alcohol market in Texas and its neighboring states. Mayor Alameda, Ph.D. Page -6- December 9, 2025 General Session — Alcohol and Tobacco Tax and Trade Bureau (TTB), Tied House vs Exclusive Outlet: Breaking Down Differences Key Elements, and Exceptions This session was specifically designed for state alcohol law enforcement and regulators, aimed at enhancing collaboration between federal and state authorities. Presented by Aniko Kasprian, Industry Education Technical Advisor, Office of outreach at TTB, the format was fun and engaging (information, mini quiz, prizes given for participation). During the session we explored two cornerstone trade practice provisions under the Federal Alcohol Administration Act: Tied House and Exclusive Outlet. We examined the distinctions between these violations, discussed the exceptions outlined in Subpart D related to tied house activities, and learned how beverage mandates and Requests for Proposals (RFPs) may raise exclusive outlet concerns. We gained insights into: compliance obligations, enforcement considerations, how federal and state regulators can work together, and real -world scenarios to help state regulators understand federal trade practice laws and how to navigate these complex issues with confidence. Benefits of Attendance: Attending this conference was beneficial on so many levels. We were able to gain knowledge of the latest trends and best practices that other states have implemented or are planning to implement through the sessions and expert speakers. We were educated on topics that are not typically offered unless you attend a conference where they bring in expert speakers and/or key personnel from other states that are experts within their own department. We were also able to network by building new relationships and strengthen existing ones, which is vital in leading to future potential collaborations with other state agencies. The opportunity to participate in the business meeting and election of the NLLEA Board is another direct benefit of attendance. Lastly, attending conferences in person is beneficial to our staff and commission and/or board members to help develop their understanding of various liquor related topics by not only the workshops but being exposed to the liquor establishments around the venue so they can see first-hand how they run their operations that we may not be familiar with.
