The <br /> proposed project activities will include the following: <br /> • Replacing the heavily-corroded deteriorated superstructure, such as the steel truss <br /> members, bearings, gusset plates, rivets, etc. <br /> • Repairing spalling in the concrete deck and railings. <br /> • Cleaning and painting the steel members following replacement. <br /> • Installing scour protection at the pier foundation, which may involve in-water work. <br /> • Conducting soil mitigation if lead-impacted soils are found beneath the bridge. <br /> • Removal of the temporary AcrowTM structure that supports the bridge. <br /> Consultations <br /> Entitled consulting parties during the Section 106 process includes the Advisory Council of <br /> Historic Preservation, SHPO, NHO, and if applicable, local governments and applicants for <br /> federal assistance, permits, licenses and other approvals. <br /> NHO and/or Hawaiian Descendents <br /> NHO and Native Hawaiian descendants with ancestral, lineal, or cultural ties to, cultural and <br /> historical property knowledge of and/or concerns for, and cultural or religious attachment to the <br /> proposed Area of Potential Effects (APE) are asked to provide a response to this letter within 30 <br /> days of notification. <br /> Other Individuals and Organizations <br /> Individuals and organizations with legal, economic, or historic preservation interest are requested <br /> to respond within 30 days of notification, demonstrate interest in the proposed undertaking, and <br /> provide intent to participate in the Section 106 process. Your participation is subject to FHWA <br /> approval. <br /> APE <br /> We would like to invite you to comment on the proposed APE. See Attachment 1. <br /> The APE is approximately 7 acres located mostly within Hawaii Belt Road and is designated for <br /> working areas, construction staging, and material stockpiling. Most of the APE is located within <br /> the Hawaii Belt Road ROW (2-9-003:999 and 2-8-015:999). However, one parcel mauka of the <br /> highway ROW (2-8-015:015)includes Kolekole Gulch Park and will be used to access the <br /> foundations of the bridge and for staging. The land in Kolekole Gulch Park is owned by the state <br /> but is managed by the County of Hawaii through its park system, as mandated by an executive <br /> order. Vegetation clearing within the APE may be necessary to provide access to bridge <br /> foundations and stage equipment and materials. <br />
