Kouchi: So, a few goals that I have that I want to set for the Department, and plans
<br />to achieve them, are one, I would like to strengthen our relationship with the community
<br />and also the licensees. I want to foster trust and collaboration by maintaining open
<br />communication, providing more educational opportunities, and proactively addressing
<br />any concerns from licensees, other law enforcement agencies, and the public in
<br />general. Expanding our outreach and feedback helps the Department build strong
<br />partnerships that support compliance and public safety, and being proactive in this has
<br />always been a goal of mine, something that I try to teach our current investigator staff.
<br />By focusing on education, efficiency, and staff development, my goal would be to
<br />ensure that the Department operates effectively and maintains public trust, and
<br />supports both compliance, public safety, and the business community.
<br />also would like to strengthen our underage drinking and overservice prevention
<br />programs, and I will do this by expanding our educational programs for licensees
<br />and the community, including schools. Increase the frequency of our compliance
<br />checks, and then leverage technology for age verification, and online ordering and
<br />monitoring. And I would track this data on violations, that would allow us to get a
<br />broader understanding of what we need to do and who needs improvement. And
<br />then, I would also like to see how we can accomplish that, and then I would also like
<br />to modernize and improve our operational efficiency. Again, I will review our current
<br />policies, processes, and reporting systems to identify any opportunities we have for
<br />improvement, and I will draw from my experience that I have now developing auditing
<br />procedures, and online investigation protocols. And, I would implement technology -
<br />driven solutions, standardized reporting, and provide additional staff training to enhance
<br />their consistency in their business.
<br />Finally, I would like to enhance our staff development and our staff engagement, and
<br />would focus on mentorship training and professional development programs with
<br />our current staff, make sure that they're equipped with the knowledge and tools to
<br />perform their duties effectively, and efficiently. And, also hold regular briefings and
<br />cross-trainings to make sure that all communication channels will be open, and then
<br />help to ensure that our staff continues to have a high morale and encourage innovative
<br />and new solutions, and problem solving.
<br />Okabe: No. 7, what is the best way to motivate an employee, and why do you believe
<br />this method is effective?
<br />Kouchi: I personally believe employees are best motivated through clarity of purpose,
<br />consistency and expectation, and trust in leadership. Employees need to know why
<br />they come to work, how their role affects operations as a whole, and then what our
<br />goals for them are at that time, and the overall goals for the Department. Motivation
<br />is strongest when employees understand the Department's mission, what their role
<br />in achieving it is, and also the standards in which performance is measured. When
<br />expectations are clear and applied consistently, I believe that it makes employees feel
<br />more respected and engaged in the process.
