So, in 2023, the salary adjustments that the Salary Commission agreed <br />upon were the first salary adjustments that had occurred since 2018. And so, that’s why the <br />percentages in the 2023 Salary Commission Findings of Fact were larger because there hadn’t <br />been any adjustment to salaries for five years. <br /> <br />MR. THOMAS: They were playing catch-up. <br /> <br />MS. TOKIHIRO: Correct. <br /> <br />CHR. CABANAS: Yes, they were. <br /> <br />MR. THOMAS: Just a procedural question—is this a conversation that we typically have in <br />open session? <br /> <br />CHR. CABANAS: Yes. <br /> <br />MR. THOMAS: Okay. <br /> <br />CHR. CABANAS: Mm-hmm. <br /> <br />MS. TOKIHIRO: I will just note, too, that it was a little confusing for me the way the last memo <br />was submitted because the last memo to the Salary Commission, actually, looks like it came <br />from the Department of Human Resources. So, in talking with Glynis I felt it more appropriate <br />that this is actually the Board’s memo to the Salary Commission, so we changed that <br />presentation. <br /> <br />So, my intent was to provide the background detail about the operations of the department, but it <br />really is up to the Board as far as the recommendation. <br /> <br />CHR. CABANAS: That is correct. <br /> <br />MR. THOMAS: I think we asked her to draft it for us— <br /> <br />CHR. CABANAS: Yes, we did. <br /> <br />MR. THOMAS: —with the understanding that it’s our memo. <br /> <br />CHR. CABANAS: Yes, we did.
