Merit Appeals Board October 30, 2025 <br /> <br /> <br /> <br />CHR. CABANAS: So, anybody looking at it, they’ll see, “Wow, Admin. Services, they’re <br />putting their heart and soul in this in working a lot of hours”—and you describe it well in <br />Number “5.1” on page 6. <br /> <br />MS. TOKIHIRO: I guess that’s where I’m—I guess my recommendation would be to remove <br />the statement about overtime from Number 4, under Number 5—since it’s not really addressed <br />for any of the divisions, except Recruitment. So, I would leave the sentence, “HR has changed <br />its recruitment efforts to a more active strategy”—and make that the last sentence in Paragraph 2, <br />under Number 4—and then, I would remove the sentence about overtime. <br /> <br />And then, in Number 6, as you recommended, at the end of the first sentence, maybe that could <br />clarify the challenges of all of the divisions because there have also been overtime expenses for <br />our Classification and Pay Division as well. And so, I think to keep it general without having to <br />go back and edit every section and call out those divisions that are specifically working <br />overtime—I think if you clarify in the first paragraph of Number 6 and keep the response to <br />Number 5 broad without calling out the overtime specific to Recruitment. <br /> <br />MR. THOMAS: Is there a Paragraph 5? Maybe I wrote on top of it. <br /> <br />CHR. CABANAS: No, there’s a Number 5. <br /> <br />MR. THOMAS: Oh, I see what you’re doing. <br /> <br />CHR. CABANAS: Number 5 on page 6—Number 5 has 1, 2, 3, and 4. <br /> <br />MR. THOMAS: Okay. <br /> <br />CHR. CABANAS: So— <br /> <br />MR. THOMAS: Oh, I see it. Yes, okay. <br /> <br />CHR. CABANAS: —the last sentence in Number 4, would be, “HR has changed its recruitment <br />efforts to a more active strategy”—and that goes up above to the above paragraph. And then, <br />we’re going to delete the rest. Yeah, so we’re deleting the—this sentence, “this results in <br />overtime for staff…” da, da, da, da, da—delete that, that’s what Sommer has proposed. <br /> <br />And then going on to the next page, page 8, Number 6—the first paragraph, she’s identifying the <br />numbers of overtime. So, this amount wasn’t budgeted, right, ‘cause this is large numbers. <br /> <br />MS. TOKIHIRO: It was budgeted. <br /> <br />CHR. CABANAS: It was. <br /> <br />MS. TOKIHIRO: It was budgeted with the understanding that there was going to be more time <br />spent with the CoHnect project. <br />Page 25 <br /> <br /> <br />
