From:Bryson Pilor
To:Correa, Charisse
Subject:Support for Kenneth Quiocho for HPD Police Chief
Date:Friday, January 23, 2026 7:13:41 AM
I am writing to express my strong support for Assistant Chief Kenneth Quiocho as the next
Chief of Police for the Hawaii Police Department. I am a current sworn member of the
Hawaii Police Department and have served the department in various capacities as both a
civilian employee and a sworn law enforcement officer.
I have known Assistant Chief Quiocho since my very first day with HPD as a civilian
employee and have maintained a positive, productive working relationship with him
throughout my career. I have served under his command in multiple assignments, during
which time he has consistently demonstrated exceptional leadership and professionalism.
Assistant Chief Quiocho is a leader who is never hesitant to work alongside his officers,
providing guidance, support, and hands-on assistance when needed. He brings a vast and well-
rounded knowledge of policing and consistently supports his personnel with a positive,
forward-thinking mindset. He is firm yet fair, and he holds his officers to a high standard of
excellence—an expectation that I believe all law enforcement professionals should strive to
meet.
Based on my years of experience working with him, I firmly believe Assistant Chief Quiocho
possesses the qualities necessary to be a successful and respected Chief of Police. He is
knowledgeable, professional, and deeply committed to the community, always prioritizing
public safety and organizational stability. I offer my full support for his appointment as Chief
of Police.
Respectfully,
Bryson Pilor
