January 16, 2026 <br />To: Police Commission <br />I am writing to express my support for Assistant Chief Ken Quiocho for the position of Hawai’i Police Chief. <br />I worked with Ken Quiocho while assigned to Patrol in Kona and had the opportunity to observe his professionalism, <br />work ethic, and commitment to service firsthand. During that time, I supervised and interacted with many officers, <br />and Ken consistently stood out for his initiative and attention to duty. <br />One incident that remains clear to me involved a traffic collision where Ken took the extra step to follow up at the <br />hospital after his shift. His actions ensured that those involved were properly accounted for and that the matter was <br />handled thoroughly and with care. Based on that follow-up, I submitted a complimentary memorandum to his <br />commander, as his actions reflected the kind of professionalism and responsibility we expect from our officers. <br />That incident was representative of how Ken approached his work. He did not limit himself to the minimum <br />requirements of the job. He understood that policing is about responsibility, accountability, and service to the <br />community. Those qualities remained consistent as he advanced through the ranks. <br />Over the years, I have continued to support Ken Quiocho as he moved up the chain of command because he earned <br />it. He demonstrated sound judgment, strong leadership ability, and respect for both the officers he worked with and <br />the public he served. His promotions reflected proven performance, not entitlement. <br />Based on my experience working with Ken Quiocho in Patrol and observing his career progression, I believe he has <br />the experience, integrity, and leadership necessary to serve as Hawai’i Police Chief. He has shown throughout his <br />career that he takes the responsibilities of this profession seriously, and I am confident he would lead the <br />department with professionalism and dedication. <br />Respectfully, <br />Daniel J.
