b. Presentation from State of Hawaii about Fish Aggregation Device ("FAD") to talk about the history, budget, and future of the FAD program. c. GMAC discussion regarding Makahanaloa Fishing Association, denial of access and violation of SMA permit as well as the CDUP permit. SMA Permit— PL- SMA-2021-000007, TMK: (3) 2-8-012:028. GMAC may enter an executive session to consult with its attorney on questions and issues pertaining to the Commission's powers, duties, privileges, immunities, and liabilities. d. Discussion of whether to issue a letter to the County, asking the County to purchase the Boy Scout Camp located between Waimea and Honoka'a, including the firearm and archery range. e. GMAC will discuss and possibly form a Permitted Interaction group to investigate firearm range improvements at mile marker 16 on Saddle Road, also known as Camp Merida. f. Presentation: Mauna Kea Oversight Authority will provide an update regarding hunting access on Mauna Kea. 8. ANNOUNCEMENTS: a. Executive Session: This Commission anticipates it may convene in one or more executive sessions regarding the above matters listed on the agenda, pursuant to HRS Sections 92-4 and 92-5 (a)(4), for the purpose of consulting with the Board's attorney on questions and issues pertaining to the Commission's powers, duties, privileges, immunities, and liabilities. A two-thirds (2/3) vote pursuant to Hawaii Revised Statute Section 92-4 is necessary to hold an executive session. Executive sessions are closed to the public. Commissioners attending the meeting from private locations shall advise if any person is with them (except for the names of minors). Note: This meeting shall be automatically recessed for up to 30 minutes to restore communication when audiovisual communication cannot be maintained with all Commission members participating in the meeting or with the "in-person" location identified in this agenda. This meeting may be in-person when either audiovisual communication is restored, or audio-only communication is established after an unsuccessful attempt to restore audiovisual communication. If it is not possible to reconvene the meeting as provided in this subsection within 30 minutes after an interruption to communication, the remaining items on this agenda shall be continued to the next meeting.
