Hawaii Police Commission Meeting Agenda September 30, 2010 Page 2 CHIEF'S REPORT Including: • Crime • Traffic • Personnel (Including, but not limited to work and training assignments, promotions, reallocations, severance from service, automobile allowances, and appointments. • Finance • Commendations • Other Departmental Activities EXECUTIVE SESSION (approximately 10:00 a.m.) To consider discipline and charges against officers or employees of the Hawaii Police Department where consideration of matters affecting privacy will be involved and to consult with Corporation Counsel on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92 -5 (2) (4) and the Hawaii County Charter Section 13 -20 (b). • Investigation and Deliberation of Complaints ➢ HPC 10 -14: Complainant made a complaint with the police department in 2006. She questioned the suspension of the case and requested that it be routed to the prosecutor. (Deferred at previous meeting.) ➢ HPC 10 -16: Complainant alleged that she was interrogated while in the hospital and incoherent, that her boyfriend's civil rights were violated, that her son was taken away by CPS, and that standard operating procedures were not followed. ➢ HPC 10 -17: Complainant alleged that an officer threatened to arrest him, and that the officer is a threat to his family. ➢ HPC 10 -19: Complainant alleged that following an altercation with her boyfriend, she was arrested, but her boyfriend was not. ➢ HPC 10 -20: Complainant alleged that her son was injured when the electronic control device was used on him. ➢ HPC 10 -21: Complainant alleged that following his arrest for theft, libelous information was released to the media. ➢ HPC 10 -22: Complainant was arrested for a TRO violation. She alleged misconduct throughout the entire process. (Deferred at previous meeting.)
