Hawaii Police Commission <br />Meeting Agenda <br />September 30, 2010 <br />Page 2 <br />CHIEF'S REPORT <br />Including: <br />• Crime <br />• Traffic <br />• Personnel (Including, but not limited to work and training assignments, promotions, <br />reallocations, severance from service, automobile allowances, and appointments. <br />• Finance <br />• Commendations <br />• Other Departmental Activities <br />EXECUTIVE SESSION (approximately 10:00 a.m.) <br />To consider discipline and charges against officers or employees of the Hawaii Police <br />Department where consideration of matters affecting privacy will be involved and to consult <br />with Corporation Counsel on questions and issues pertaining to the commission's powers, <br />duties, privileges, immunities, and liabilities pursuant to HRS 92 -5 (2) (4) and the Hawaii <br />County Charter Section 13 -20 (b). <br />• Investigation and Deliberation of Complaints <br />➢ HPC 10 -14: Complainant made a complaint with the police department in 2006. <br />She questioned the suspension of the case and requested that it be routed to the <br />prosecutor. (Deferred at previous meeting.) <br />➢ HPC 10 -16: Complainant alleged that she was interrogated while in the hospital <br />and incoherent, that her boyfriend's civil rights were violated, that her son was taken <br />away by CPS, and that standard operating procedures were not followed. <br />➢ HPC 10 -17: Complainant alleged that an officer threatened to arrest him, and that <br />the officer is a threat to his family. <br />➢ HPC 10 -19: Complainant alleged that following an altercation with her boyfriend, <br />she was arrested, but her boyfriend was not. <br />➢ HPC 10 -20: Complainant alleged that her son was injured when the electronic <br />control device was used on him. <br />➢ HPC 10 -21: Complainant alleged that following his arrest for theft, libelous <br />information was released to the media. <br />➢ HPC 10 -22: Complainant was arrested for a TRO violation. She alleged <br />misconduct throughout the entire process. (Deferred at previous meeting.) <br />
