Brilhame, Jr. <br />Managing Director <br />Merrick Nishimoto <br />Deputy Managing Director <br />County of Hawai'i- Office of the 9Vlayor <br />25 Aupuni Street, Suite 2603 • Hilo, Hawai'i 96720 • Phone (808) 961-8211 • Fax (808) 961-6553 <br />KONA: 74-5044 Ane Keohokalole Hwy., Bldg C • Kailua-Kona, Hawai'i 96740 <br />Phone (808) 323-4444 • Fax (808) 323-4440 <br />PROCLAMATION TERMINATING THE EMERGENCY PROCLAMATION <br />RELATING TO THE FEBRUARY 2026 SEVERE WEATHER EVENT <br />WHEREAS, on February 8, 2026, pursuant to Hawaii Revised Statutes (HRS) § 127A- <br />14(b), the Charter of the County of Hawaii § 13-23, Hawai'i County Code § 7-1-6(a), and based <br />on the available data, I issued the Emergency Proclamation Relating to the February 2026 Severe <br />Weather Event; and <br />WHEREAS, when the emergency proclamation was issued, there were an active National <br />Weather Service (NWS) Flood Watch and High Wind Warning for the entire State of Hawaii, <br />and a Winter Storm Warning for the Big Island Summits above 11,000 feet, all expected to be in <br />effect through February 9, 2026; and <br />WHEREAS, the forecasted impacts to the County of Hawaii during this period included <br />heavy rainfall, thunderstorms, flash floods, damaging winds, and heavy snow accumulations on <br />the Big Island Summits; and <br />WHEREAS, the relevant NWS watches, warnings, and/or advisories affecting the County <br />of Hawaii are no longer in effect, and the dangers, threats, and/or circumstances supporting the <br />emergency proclamation have waned; <br />I/h <br />County of Hawaii is an Equal Opportunity Provider and Employer. <br />
