Chang said the request was confusing and asked if planning had begun. <br /> Mr. Fox said ATA received 2024-2025 funds in March and scheduled the first <br /> community meeting for Saturday. He said the planning window was 18 to 24 months but <br /> the shift to a July 1 start date created a six-month overlap, leaving about 18 months. He <br /> asked for another year as a safety net because costs could not be reimbursed after grant <br /> expiry. <br /> V. Chr. Crivello said meaningful consultation followed community timing, not the <br /> County's. Mr. Fox agreed. <br /> Mr. Fox described County roles on prior plans. He said Townscape reported to the <br /> County for Waikapuna. He said ATA hired Noho Papa for Kaunamano and that County <br /> comments were limited. He asked for stronger County participation going forward. <br /> Cmr.Ward asked about the Na'alehu sewage projects. Mr. Fox outlined impacts at <br /> Waikapuna. Chr.
