Hawaii County Police Commission <br />Regular Session Minutes <br />April 11, 2003 <br />Page 4 <br />Complaint HPC 02 -45: Complainant alleged that he had reported his vehicle stolen, but <br />when it was located, an officer declared it as abandoned and issued him a citation. Akal <br />Investigations investigated the complaint. Vice Chair Manago moved to exonerate the <br />officer because the incident was lawful and proper and to refer the complaint to the Chief <br />for his review into departmental procedures that lead to this complaint. The motion was <br />seconded by Commissioner Muller and unanimously carried. <br />Complaint HPC 01 -27: Complainant was arrested during a DUI stop. She alleged that an <br />officer used excessive force during the arrest. Akal Investigations investigated the <br />complaint. Commissioner de Silva moved to defer the complaint to the next meeting in <br />order for them to obtain medical records from the complainant and to have additional <br />questions answered by the officer. The motion was seconded by Commissioner Lambeth <br />and unanimously carried. <br />Complaints HPC 95 -18, 18A, 1813: Complainants requested assistance from the <br />commission in an investigation and answering questions regarding a shooting incident. <br />The case was deferred pending completion of the investigation. Vice Chair Manago moved <br />to direct Corporation Counsel to draft a letter to the complainants informing them that the <br />investigations were completed and that the commission would be closing the case. The <br />motion was seconded by Commissioner Lambeth and unanimously carried. <br />STATEMENTS FROM THE PUBLIC — None. <br />ANNOUNCEMENTS <br />Chair Hara announced that the next monthly meeting is scheduled for May 16, 2003, at 10:00 <br />a.m., at the Ohana Keauhou Beach Resort. <br />He also reminded the commissioners of the annual State of Hawaii Police Commissioners' <br />Conference scheduled for April 24 -25 in Honolulu. <br />ADJOURNMENT <br />The meeting was adjourned at 12:35 p.m. <br />SUBMITTED: <br />APPROVED: <br />JOSIE PELAYO, SECRETARY HORACE S.
