#20175 <br /> County of Hawaii <br /> November 19, 2025 <br /> Page Two <br /> 3. Subdivision Code Requirements. The subdivision code requires that subdivisions <br /> be served by a water system meeting the minimum requirements of the County <br /> Department of Water Supply (DWS) and be provided with water mains and fire <br /> hydrants installed to and within the subdivision in accordance with the rules and <br /> regulations of the DWS. <br /> 4. Subdivision Request. The owners of the subject property wish to divide it into <br /> two (2) lots, one being 5.307 acres and the other being 6.119 acres. The property <br /> is currently vacant and has physical access directly from Puaono Road via an <br /> existing "pole" for the subject property. <br /> GROUNDS FOR VARIANCE <br /> (a) SPECIAL AND UNUSUAL CIRCUMSTANCES <br /> There is no County water available in this area as it is beyond the existing water service <br /> from the Department of Water Supply. Thus, the proposed subdivision cannot be granted <br /> water from the existing system because the existing water system facilities cannot support <br /> the proposed subdivision at this time without extensive improvements and additions, <br /> including source storage, transmission, booster pump, and distribution facilities being <br /> constructed. It is our understanding that sufficient funding is not available and no time <br /> schedule is set for such extensive improvements. <br /> Based on Rule 22 of the County of Hawaii Rules of Practice and Procedure this proposed <br /> subdivision meets the criteria of Section 22-4 and Section 22-5 of Rule 22, whereby each <br /> of the two (2) lots "have an average annual rainfall of not less than 60" and the subdivision <br /> is "no more than six lots". According to the isohyet lines for the rainfall, the property has <br /> an average annual rainfall between 80" to 120" of rainfall. A copy of the map is enclosed <br /> for your references. <br /> All future dwellings on the resulting lots will be required to construct a water catchment <br /> system for domestic consumption as well as fire fighting purposes.
