CABANAS: The Merit Appeals Board meeting is called to order, on this day, December <br />th <br />18, 2025. We are at the Hilo Council Chambers, at the Hawaiʻi County Building, at 25 Aupuni <br />Street, First Floor, Room 1401, in Hilo. <br /> <br />We have quorum today with three Board members present. I’m Gabriella Cabanas, Chair of the <br />Merit Appeals Board—and with me are Suzi Bond, our Vice-Chair. <br /> <br />MS. BOND: Good morning. <br /> <br />CHR. CABANAS: And to my far right, Mr. Daniel “Niel” Thomas. <br /> <br />MR. THOMAS: Good morning. <br /> <br />CHR. CABANAS: And to my immediate right, we have our Assistant Corporation Counsel, <br />J Yoshimoto. <br /> <br />MR. YOSHIMOTO: Good morning, everyone. <br /> <br />CHR. CABANAS: Seated in the back of us is Glynis Yamada, our Secretary-Reporter. <br /> <br />MS. YAMADA: Good morning. <br /> <br />CHR. CABANAS: Good morning, everyone. And appearing via Zoom on Oʻahu, is our Deputy <br />Attorney General Trisha Gibo. Good morning, Trisha. <br /> <br />MS. GIBO: Good morning, Chair, and members of the Board. <br /> <br />CHR. CABANAS: And sitting in the gallery are the following individuals—Mr. Ryan Thomas <br />of the Office of the Corporation Counsel. We also have a County of Hawaiʻi employee, <br />Mr. Joshua-Joel Ravey; and from the Department of Human Resources our Director, <br />Sommer Tokihiro; our Recruitment and Examination Manager Michelle Simmons; and our <br />HR Program Specialist Stacie Iwasaki—and I don’t see anyone else. <br /> <br />Addendum to Agenda (Item 2) <br /> <br />CHR.
