HAWAII COUNTY POLICE COMMISSION <br />SPECIAL MEETING <br />REGULAR SESSION MINUTES <br />JANUARY 16, 2004 <br />OHANA KEAUHOU BEACH RESORT <br />CALL TO ORDER <br />Chair Hara called the meeting to order at 9:00 a.m. <br />ROLL CALL <br />Present: Horace S. Hara, Chair Also Present: <br />Dwight K. Manago, Vice Chair <br />Paul M. de Silva, Member <br />James A. Frazier, Member <br />Phoebe M. Lambeth, Member <br />Betsy Mitchell, Member <br />Walter Moe, Member <br />Peter P. Bertsch Member <br />APPROVAL OF AGENDA <br />Commissioner Lambeth motioned to approve the agenda. Commissioner Frazier seconded <br />the motion. Discussion: Vice Chair Manago stated that he would like to add the written <br />testimony of Thomas Russi and Christine Paul regarding Correspondence 03 -122 and 03 -124 <br />onto the agenda and have it labeled as Correspondence 03 -127. There were no objections, <br />and the motion carried unanimously. <br />STATEMENTS ON AGENDA ITEMS <br />TOM RUSSI came before the commission to speak on Correspondences 03 -122, 03 -124, <br />and 03 -127. The commission need not take action on his correspondence. He just wanted <br />the commission to know that Wendell Hatada, the Mayor's Executive Assistant, violated the <br />Code of Ethics. The Mayor and Dixie said they would take care of it, and they did not. He <br />knows the commission cannot do anything about it. <br />STATEMENTS ON AGENDA ITEMS (EXECUTIVE SESSION) - Closed to the public <br />Commissioner Lambeth motioned to meet in executive session to consider discipline and <br />charges against officers or employees of the Hawai'i County Police Department where <br />consideration of matters affecting privacy will be involved and a closed session is requested <br />and to consult with Corporation Counsel on questions and issues pertaining to the <br />commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92 -5 (2) <br />and Hawai'i County Charter Section 13 -20 (b). Commissioner Moe seconded the motion, and <br />it carried unanimously. <br />Executive session convened at 9:13 a.m. <br />Regular session reconvened at 10:22 a.m. <br />
