The motion <br />carried unanimously. <br />NEW BUSINESS <br />Investigation and Deliberation of Complaints <br />HPC 04 -21: Complainant alleged that an officer committed perjury. Complaint was <br />deferred to Kona meeting in order for complainant to obtain additional court transcripts. <br />Action was taken earlier in the meeting. <br />HPC 04 -24: Complainant alleged that during his arrest, two officers used excessive <br />physical force. The complainant gave a statement earlier in the meeting. Commissioner <br />de Silva motioned to refer the complaint for investigation. Commissioner Mitchell <br />seconded the motion, and it carried unanimously. <br />• Status Report of Complaints Referred to Chief Mahuna: No discussion. <br />PRESENTATION BY COUNCIL MEMBER LENINGRAD ELARIONOFF ON CHARACTER <br />BUILDING.
