HAWAII COUNTY POLICE COMMISSION <br />SPECIAL MEETING MINUTES <br />AUGUST 26, 2004 <br />HAWAII COUNTY COUNCIL ROOM <br />Vice Chair Manago introduced Karolyn Lundkvist the new police commissioner from <br />Council District 5. <br />CALL TO ORDER <br />Vice Chair Manago called the meeting to order at 9:10 a.m. <br />ROLL CALL <br />Present: Dwight K. Manago, Vice Chair <br />John M. Bertsch, Commissioner <br />James A. Frazier, Commissioner <br />Pudding Lassiter, Commissioner <br />Karolyn Lundkvist, Commissioner <br />Betsy Mitchell, Commissioner <br />Pete Muller, Commissioner <br />A quorum was present. <br />Also Present: Lincoln Ashida, Corporation Counsel <br />Harry Kubojiri, Deputy Chief <br />Josie Pelayo, Secretary <br />Absent: Horace S. Hara, Chair <br />APPROVAL OF AGENDA <br />Commissioner Frazier motioned to approve the agenda. Commissioner Muller seconded <br />the motion, and it carried unanimously. <br />STATEMENTS ON AGENDA ITEMS: None. <br />UNFINISHED BUSINESS <br />RECOMMENDATIONS FOR IMPROVEMENT TO THE DISCIPLINARY SYSTEM OF THE <br />HAWAII COUNTY POLICE DEPARTMENT: <br />Vice Chair Manago stated that he would like to go through each change. He asked <br />Commissioner Bertsch of the rules and policies committee for background information. <br />Commissioner Bertsch stated that this has been an ongoing process for almost twelve <br />months, and he would like to go over their discussions and progress. He questioned Ms. <br />Pelayo why the title of this matter changed since its onset. <br />Ms. Pelayo stated that when they first started, it was to work on the commission's <br />investigative process. However, when Commissioner de Silva wrote up the draft, he <br />changed it to "Recommendations for Improvements to the Disciplinary System of the <br />Hawaii County Police Department." <br />Commissioner Lundkvist stated that it was not necessary to provide background <br />information for her benefit, and that they could proceed with the written recommendations. <br />The rest of the commissioners were in agreement. <br />
