Hawaii County Police Commission <br />Regular Session Minutes <br />May 18, 2007 <br />Page 7 <br />Complaint HPC 07 -21: Complainant alleged that she saw 15 -20 officers talking to a <br />woman who locked herself in the restroom at Lincoln Park. So, as a concerned citizen, <br />she went to talk to the woman. She alleged that the officers threw her to the ground <br />and she was taken to jail. Commissioner Lundkvist moved that there was insufficient <br />evidence to prove the complainant's allegations. Commissioner Kaoiwi seconded the <br />motion, and it carried unanimously. <br />UNFINISHED BUSINESS <br />Correspondence 07 -11, final draft of suggested improvements to the Police <br />Commission's investigative process. <br />Chair Lassiter stated that if they go along with this, they would no longer be deciding on <br />cases. Not all of them would participate in the effort, and they wouldn't have the <br />opportunity to discuss it anymore. It would double the work for Internal Affairs. <br />Vice Chair Morimoto stated that this came about because they don't have the resources <br />to fully investigate a complaint. <br />Commissioner Whittemore stated that he liked leaving it "as is" but still having the ad <br />hoc committee and making referrals to Internal Affairs. There is value in having all <br />commissioners seeing the whole case. <br />Commissioner Morimoto suggested that they postpone this matter until all <br />commissioners are present.
