Hawaii County Police Commission <br />Regular Session Minutes <br />September 21, 2007 <br />Page 2 <br />COMMITTEE REPORTS <br />• Budget and Finance (Whittemore / Kaoiwi): No report. <br />• Office Management and Staffing (Lass iter /Morimoto): No report. <br />• Rules and Policies (Lundkvist /Mitchell): No report. <br />• Contractual Services (vacant): No report. <br />• Public Relations (Politano /Robinson): No report. <br />INVESTIGATION AND DELIBERATION OF COMPLAINTS <br />Corporation Counsel Ashida stated that just prior to the meeting he was handed copies <br />of labor relations documents, predetermination matters relevant to various disciplinary <br />proceedings of a police officer of Hawai'i County. The officer was represented by a <br />union agent during the proceeding. Documents included transcripts generally protected <br />by Hawai'i Labor Law. Based on that, he requested an executive session to advise the <br />commission on the contents of the documents and its use. <br />OFFICER CHARLES KELIIPIO stated that he does not have any problem with discussing <br />his case in open session. He is representing himself and has nothing to hide. He is a <br />member of the Hawai'i County Police Department. <br />Corporation Counsel Ashida stated that Mr. Keliipio has the right to counsel, and he <br />needs to make sure that Keliipio's rights are preserved. Members of HPD are <br />represented by SHOPO. He reiterated that he needs to advise the commission in <br />private. <br />EXECUTIVE SESSION <br />Commissioner Lundkvist moved and Commissioner Kaoiwi seconded to meet in <br />executive session to consider discipline and charges against officers or employees of the <br />Hawaii County Police Department where consideration of matters affecting privacy <br />would be involved and a closed session is requested and to consult with Corporation <br />Counsel on questions and issues that pertain to the commission's powers, duties, <br />privileges, immunities, and liabilities pursuant to HRS 92 -5 (2) and Hawaii County <br />Charter Section 13 -20 (b). The motion carried unanimously. <br />Executive session convened at 9:35 a.m. <br />Regular session reconvened at 10:42 a.m. <br />CHIEF'S REPORT <br />Including: <br />• Crime: A.C. Day reported that they are doing well as far as their clearance rates are <br />concerned. Burglaries are a little low. He explained that theft /auto theft looks high <br />because when a checkbook is stolen, every individual check that is written, is <br />
