Hawaii County Police Commission <br />Regular Session Minutes <br />December 21, 2007 <br />Page 3 <br />Chief Mahuna reported that they are considering leasing laptops for their mobile data <br />project because in 18 months the equipment will likely be obsolete. <br />They got over $ 120,000 more for the Pahoa Weed and Seed Program, and are looking <br />into cameras that move and have projections of about two miles. <br />They will be instituting the bike patrols again in Pahoa, downtown Hilo, and Kailua -Kona. <br />They have not had any problems with the Tasers. <br />In response to Commissioner Mitchell's inquiry, Chief Mahuna stated that they would <br />probably need two more recruit classes before they could get the recruits to utilize the <br />Volcano substation. <br />Commissioner Sumja asked Chief Mahuna to consider filling the Kohala vacancies. <br />NEW BUSINESS <br />Selection of Chair and Vice Chair of the Police Commission for 2008: Commissioner Kaowi <br />moved to select Pudding Lassiter as Chair and Tom Whittemore as Vice Chair for 2008. <br />Commissioner Lundkvist seconded the motion, and it carried unanimously. <br />UNFINISHED BUSINESS <br />Suggested Improvements to the Police Commission's Investigative Process: Corporation <br />Counsel Ashida will work on updated suggestions. <br />INVESTIGATION AND DELIBERATION OF COMPLAINTS <br />STATEMENTS ON COMPLAINTS (open to the public) — None. <br />EXECUTIVE SESSION (closed to the public) <br />Commissioner Kaoiwi moved to meet in executive session to consider discipline and charges <br />against officers or employees of the Hawaii County Police Department and to conduct an <br />annual performance evaluation of the Police Chief where consideration of matters affecting <br />privacy will be involved and a closed session is requested, and to consult with Corporation <br />Counsel on questions and issues that pertain to the commission's powers, duties, privileges, <br />immunities, and liabilities pursuant to HRS 92 -5 (2) and Hawaii County Charter Section 13- <br />20 (b). Commissioner Sumja seconded the motion, and it carried unanimously. Executive <br />session convened at 10:50 a.m. <br />Regular session reconvened at 12:25 p.m. <br />ACTION ON EXECUTIVE SESSION MATTERS <br />• Complaint HPC 07 -46: Complainant alleged that he was wrongfully accused of DUI and <br />being non - compliant, that he was assaulted, not given medical assistance, and was kept <br />in jail over night. Commissioner Kaoiwi moved to defer the complaint to the next <br />meeting. Commissioner Whittemore seconded the motion, and it carried unanimously. <br />
