HAWAII POLICE COMMISSION <br />REGULAR SESSION MINUTES <br />DECEMBER 17, 2009 <br />DEPARTMENT OF LIQUOR CONTROL, HILO <br />CALL TO ORDER <br />Chair Whittemore called the meeting to order at 6:30 p.m. <br />ROLL CALL <br />Present: Tom Whittemore, Chair <br />Louis Kaoiwi, Vice Chair <br />Carol R. Ignacio, Commissioner <br />Donn S. Mende, Commissioner <br />Melvin S. Morimoto, Commissioner <br />Anita Politano Steckel, Commissioner <br />Michael B. Sumja, Commissioner <br />Absent: Richard J. Behenna, Commissioner <br />Also Present: Josie Pelayo, Secretary <br />Lincoln S. Ashida, Corporation Counsel <br />APPROVAL OF AGENDA <br />Commissioner Morimoto moved to approve the agenda. Commissioner Mende seconded, <br />and it carried unanimously. <br />STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS — None. <br />DEVELOPMENT OF POLICE COMMISSION'S VISION AND MISSION STATEMENT <br />This was deferred to the January 2010 meeting when Commissioner Behenna is present. <br />CORRESPONDENCE 09 -29, YEAR -END REPORT OF THE POLICE DEPARTMENT'S <br />GOALS FOR CALENDAR YEAR 2009 — No discussion in open session. <br />ANNUAL PERFORMANCE EVALUATION OF POLICE CHIEF HARRY S. KUBOJIRI <br />EXECUTIVE SESSION: Commissioner Sumja moved to meet in executive session to <br />conduct an annual performance evaluation of Police Chief Harry S. Kubojiri where <br />consideration of matters affecting privacy will be involved and a closed session was <br />requested by Chief Kubojiri and to consult with Corporation Counsel on questions and <br />issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities <br />pursuant to HRS 92 -5 (a) (2) and Hawaii County Charter 13 -20 (b). Commissioner Ignacio <br />seconded the motion, and it carried unanimously. <br />Executive session convened at 6:35 p.m. <br />Regular session reconvened at 7:45 p.m. <br />
