Hilo, Hawaii 96 720 EXECUTIVE SUMMARY TUN HAWAPI is an owner -operated business introducing a dual -concept space in downtown Hilo that combines a curated retail storefront with a seated cocktail lounge known as Extraction Speakeasy. The business will be intentionally designed to operate as a low -capacity, controlled hospitality environment that prioritizes quality service, responsible alcohol consumption, and structured guest flow. Extraction Speakeasy will operate as a reservation -based cocktail lounge with a maximum capacity of 21 guests. The experience will be centered on seated service, defined 90-minute service windows, and controlled entry through the retail space. This model will allow for consistent oversight, minimize operational risks commonly associated 'vvith traditional bar environments, and provide a predictable and safe experience for guests. A two -drink minimum will be in place for all guests, which may be fulfilled through alcoholic or non-alcoholic beverages. This will ensure inclusivity for guests who choose not to consume alcohol while maintaining consistency in service expectations. Reservations will be secured with a credit card, and a cancellation fee will apply for cancellations made within 72 hours of the reservation time. The retail storefront will serve both as an independent revenue stream and as the primary point of entry for the lounge. During evening operations, it will function as a controlled reception area where guests will be received, reservations will be confirmed, and identification will be verified prior to entn•. The retail component will not sell or serve alcohol and will operate separately from the licensed lounge area. The business will anticipate serving an average of 45 guests per night across multiple seating cycles, with an average spend of $50—$65 per guest. Revenue «-ill be generated through beverage service, retail sales, and small private events. TUN HAWAI`I is applying for a Class 5 Dispenser Liquor License and is committed to operating in full compliance with Hawaii Liquor Commission regulations while maintaining a low -impact presence within the community. RECEIVED EXHIBIT 4 By zbertelmann at 9:53 am, Apr 13, 2026 am 0 BUSINESS DESCRIPTION & CONCEPT' TUN HAWAI I is a locall) o'% ned and operated business focused on delivering a refined and intentional hospitality experience. The business will integrate two complementary functions within a single premises: a retail storefront and a seated cocktail lounge called Extraction Speakeasy. The retail component will operate during daytime hours as a standalone space offering curated goods. During evening lounge hours, it will transition into a controlled intake and reception area for the speakeasy. This dual use NN-111 allot for better management of guest flog% and will provide a clear separation between public entn- and the controlled lounge environment. The retail space will offer drink -related items such as glassware, flasks, shot glasses, and accessories. The business will also partner with small local vendors, including bakers and craft businesses, to provide retail opportunities for those without storefronts. These vendors may be assigned designated shelf space and utilize QR-based payment systems. with TCN HAWAI`I providing the secure space, transaction confirmation, and staffing support. The Extraction Speakeasy is intentionally small in scale and structured in its operations. Guests vvill enter through the retail space. v,-here identification will be checked and reservations will be confirmed prior to entn-. Alcohol service will begin only after guests are admitted into the lounge and are seated. All guests will remain seated throughout their visit, and standing will not be permitted. Each reservation will be limited to approximately 90 minutes, allowing for a steady and predictable flow of guests without overcrowding. The overall environment will be designed to be quiet. conversational, and structured, supporting a controlled and comfortable setting. MARKET ANALYSIS - HILO & RAWAIJ ISLAND Hilo operates within a distinct economic and hospitality environment compared to other areas of Hawaii Island. While the island receives over one million visitors annually, the majority- of resort -based tourism is concentrated on the west side. Hilo's market is more balanced between local residents, visiting family members, and travelers seeking cultural and nature -based experiences. According to the 2020 Census, Hilo has an estimated population of 44,186 residents, while Hax%-ai`i County as a Nthole has a population exceeding 200,000. Hawaii Island receives over 1.7 million visitors annually, with tourism activity, on the east side driven by attractions such as Hawai `i Volcanoes National Park and events like the Merrie Monarch Festival. Within Hilo, the existing bar and nightlife landscape is largely composed of casual, open environments that rely on walk-in traffic and higher guest turnover. There is limited presence of structured, reservation -based cocktail lounges or low -capacity venues focused on controlled service. This will create a clear opportunity for Extraction Speakeasy, which will offer a smaller, more controlled alternative that complements the existing market rather than competing directly with it. MARKETING & COMMUNFFV ENGAGEMENT TUN HAWA11 will implement a targeted and communitN--based marketing approach focused on controlled growth, local partnerships, and consistent guest experience. Marketing efforts will prioritize collaboration with small local businesses in Hilo and across HaNvai-i Island. Partner businesses may be provided with themed reservation passwords that they may share with their customers. These passwords will be used as part of the online reservation system and will be intended to create a sense of engagement while helping to manage and distribute reservations in a controlled manner. Reservation passwords may also be periodically shared through TON HAWAI`I's website and social media platforms to maintain visibility and encourage interest. While reservations will be encouraged to support structured service and capacity control, walk-in guests will be welcome when space allows and at stag discretion. The use of themed passwords will be part of the guest experience and branding. It will not restrict access to the general public, and all guests will be welcome to make reservations or inquire in person. This approach will support operational control while maintaining openness and accessibility. Marketing will also include: • Social media and website presence highlighting the space, menu offerings, and experience • Word-of-mouth referrals through local partnerships and customer experience • In-store visibility through the retail storefront • Small-scale collaborations with local vendors featured in the retail space All marketing and programming efforts will be designed to support a low -impact, -ell-managed operation that aligns with the business's focus on quality, safety. and community integration. LOCATION, LAYOUT & HOURS OF OPERATION The total premises is approximately 875 square feet, with 182 square feet allocated to the retail shop and 693 square feet dedicated to the speakeasy lounge. The maximum capacity of the space is 21 guests. Seating will include lounge and bar seating, and no standing will be permitted. The layout will allow for clear visibility across the space and will support continuous staff monitoring. The only public entrance to the speakeasy will be through the retail shop. OPERATIONS & CONTROL MEASURES Operations will be structured to maintain control at every stage of the guest experience. Capacity will be strictly limited, and all guests will be seated. Reservations will be encouraged, and walk-ins will be accepted only when capacity allows and at staff discretion. A two -drink minimum will be applied per guest, which may include alcoholic or non-alcoholic beverages. Reservations will be secured with a credit card, and a cancellation fee will apply for cancellations made within 72 hours of the reservation time. The retail space will serve as a controlled entry point where guests will be received and verified prior to entering the lounge. The door to the speakeasy will remain closed and locked when not in operation. Alcohol will be consumed on -site only, and no off -premise sales will be conducted. Alcohol sales will be processed through a dedicated point -of -sale system located within the speakeasy lounge, separate from the retail POS system. No alcohol transactions will occur through the retail POS system. Music will consist of recorded background audio maintained at a low volume appropriate for a seated, conversational environment. On occasion, the business may host small-scale gatherings such as private events or workshops that may include a solo musician or karaoke . These activities will remain low -volume, limited in size, and consistent with the overall controlled nature of the space. SAFETY, SECURITY & COMPLIANCE All guests';ill be required to present valid identification prior to entry, and no minors will be permitted in the speakeasy. Alcohol will be stored and secured within the speakeasy lounge only. No alcohol will be displayed. stored, or consumed in the retail shop. Staff will be trained in responsible alcohol service, and at least one certified liquor server will be present during all hours of operation. Staff will actively monitor guest behavior and consumption. Guests who arrive visibly intoxicated will not be admitted. If a guest becomes visibly intoxicated during service, alcohol service will be immediately discontinued. The guest will be offered water and food, monitored by staff. and assisted with safe transportation if needed. All incidents will be documented. The layout will allow for continuous visibility and will eliminate blind spots, reducing the need for additional security personnel. STAFFING & MANAGEMENT Each shift will include a bartender, a host, and a retail staff member. Management oversight will be provided by Michelle Agbigay and Wesson Tuares, who will be responsible for overall operations, compliance, and staff supervision. At least one certified liquor server will be present at all times during alcohol service. Staff will be trained to monitor guest behavior, verify identification, and enforce all house policies related to service and safety. The small team structure will support accountability, consistent service, and direct oversight of operations and compliance, with clear responsibility assigned during each shift. FINANCIAL OVERVIEW & VIABILITY The business model is based on moderate volume with strong per -guest spending. Key Assumptions: • Max Capacity: 21 guests • Average guests per night: —45 (2-3 seating cycles) • Average spend per guest: $50—$65 • Operating days: 4 days per week Estimated Weekly Revenue: 45 guests X $55 average X 4 nights = $9,900/week Estimated Monthly Revenue: $9,900 X 4 weeks = $39,600/month Revenue Breakdown (Estimated): • Beverage sales: —70% • Retail sales: —20% • Events/other: —10% ESTIMATED MONTHLY EXPENSES • Rent: $1,530 • Utilities (electric, internet): —$360 • Inventory• (alcohol, supplies): $11,880 • Payroll (small team):—$12,480 • Insurance (general liability, liquor liability, workers comp): —$1000 • Misc. (cleaning, supplies, fees. maintenance): —$2,000 Estimated Total Expenses:—$29,250/month PROFITABILITY OUTLOOK With the Extraction Speakeasy estimated monthly revenue of—$39,600 and total expenses at approximately—$29,250, the business will demonstrate a clear path to profitability while maintaining a controlled, low -capacity model. The inclusion of retail will provide an additional revenue stream that is not dependent on alcohol sales, improving overall financial stability. RISK MANAGEMENT & COMMUNITY IMPACT This business model reduces common risks associated with bar operations through limited occupancy, seated -only service, controlled entry, and structured service times. These measures minimize the likelihood of overcrowding, disorderly conduct, and excessive noise. The limited hours will further reduce impact on surrounding businesses and residents.
